2.APPROVAL OF MINUTES

3.CORRESPONDENCE

A. City Council was presented with historical pictures of Toboggan Sleds in Walsh Field - Interesting and exciting idea for the future.

B. We have an Ice Rink this year in Washington Park. This year it will feature rope lighting inside of the ice.

5.NEW BUSINESS

A. Blake from Parkitecture- Neshotah Park Design Increased parking capacity with more functioning lots. Add 3 access routes to the main park with spread out patterns so that entering the beach is not so congested. Create a more inviting entrance to the beach: wider pathway, more lighting, and tree lined entrance. Add a natural, wooden play area at the North end of the park. New constructed pickleball and tennis courts with parking. Dorthy thinks that we are taking too much green space and opening the park will bring in more sand. Mike confirmed not losing green space, but revamping the space. Adam suggested Airbnb spots. Buckley suggested a Trolly to help with getting around town safely. Adam suggested a turf area for soccer, more activities like Title Town has.

B. Neshotah Park Playground Northland’s Design is poured in place, wheelchair accessible throughout the playground and has a handicap accessible swing, it creates more appeal throughout the park with suggested colors and design. They will also move old equipment out.

C. City Budget 2023 Implications for Parks Department. Review of Rental Rates and Policies. Review of Rental Rates and Policies- Health Plan Changes affected budget. Staffing- Full staff capacity, had to cut seasonal employees for concessions. Trouble with inflation and competitive pay. Introduced new staff, Megan Marsh- Parks and Recreation Clerk. Programming- Rates increased for rentals. Park Maintenance- Inflation for toilet paper, soap, trashbags, etc. Tree trimming contracting fees are high, but not enough staff to not use contractors. Capital Improvements- DNR grant for kayak vendors (not rental kayak), but for tour guides. Forestry Policy Development- 28k to replace the computer for control building and zones. Adam suggested Neshotah Park lighting needs to be done in 2023.

WI DNR Urban Forestry Grant – Award Notification Received, Shared Special Event Calendar for 2023, Alcohol Sales Policies and Mobile Trailer.

9.ITEMS FOR FUTURE ADVISORY RECREATION BOARD MEETINGS

Buckley suggested having Blake come back in January with ideas. Paid Parking be brought up at the next City Council Meeting.
