  1. A.26-151 Review of City of Two Rivers Water Fluoridation Program and Action to Place on Future Agenda for Consideration and Final Action

    Summary: At its July 27 work session, the City Council conducted an initial review of the City’s long-standing community water fluoridation program. Two Rivers has fluoridated its public water supply since the early 1950's, and the recent July discussion represented the first formal Council review of the practice in over seven decades.

    Council reviewed information regarding public health considerations, current research, costs, operational and employee safety considerations, individual choice versus government mandates, and the experiences of other communities that have discontinued fluoridation.

    No action was taken at the July work session. Council members expressed a desire for additional time to research the issue, speak with constituents, consider the information presented, and learn more before providing Staff with final policy direction.

    This follow-up work session is intended to provide Council members an opportunity to share what they have learned, discuss constituent feedback, ask any remaining questions, and further deliberate the future of the City’s water fluoridation program.

    Recommended Action:
    Motion to place the future of the City’s community water fluoridation program on the September 8, 2026 City Council agenda for formal consideration and final action.
