Summary: The City Council will conduct a public hearing on proposed special assessments for the 2026 asphalt resurfacing project on Emmet Street (17th Street to 22nd Street), 18th Street (Emmet Street to Jackson Street), and 19th Street (Emmet Street to Jackson Street). The project includes pavement removal, excavation, grading, asphalt paving, storm service laterals, driveway approaches, sidewalk improvements, and other related work, while the City will cover the costs of water main services, sanitary sewer laterals within the right-of-way, and other non-assessable improvements.
The estimated assessable project cost is $277,371.40, and affected property owners may pay their assessment in full or over ten annual installments with interest. Following the public hearing, the Council may consider adopting the final assessment resolution under Formal Action Items.

Summary: The Spruce Lodge (1110 30th Street) – Live music event on Friday, August 7, 2026. The applicant requests a waiver of the noise ordinance from 6:00 PM - 10:30 PM. The property is located in a Business-to-Residential transition area.
Recommended Action:
Motion to approve request at 75 decibels until 10:30 PM per recommendation of City staff
Summary: Applicant Ilam Clarke, owner of Flawless Jerk Cuisine food truck met all requirements for a food truck vendor license except the required background check. Based on criminal history, including recent offenses that the Police Department determined raise concerns related to public safety and the responsibilities of a licensed vendor, the application was denied. The applicant appealed the decision, but the Police Department recommends that the denial be upheld.
Recommended Action:
Motion to deny the appeal, consistent with the recommendation of the Chief of Police
Summary: Following the public hearing, the City Council will consider adopting the final resolution authorizing special assessments for the 2026 asphalt resurfacing project on sections of Emmet Street, 18th Street, and 19th Street. The resolution confirms the special assessment roll, establishes the estimated project cost of $277,371.40, and authorizes affected property owners to either pay their assessment in full or over 10 annual installments with interest, in accordance with Wisconsin law and the City's special assessment policy. Approval of the resolution allows the City to finalize the assessment process and proceed with collection following completion of the project.

Summary: On June 29, 2026, the City opened competitive bids for the 2026 asphalt resurfacing project covering Emmet, 18th, and 19th Streets. The recommended award reflects the City's commitment to investing in safe, reliable infrastructure while ensuring taxpayer dollars are spent responsibly through a competitive bidding process. The selected bid came in below the engineering estimate, allowing the City to maximize the value of this important community investment. By continuing to reinvest in neighborhood infrastructure, the City can protect existing assets, improve quality of life for residents, and strengthen the community for the future.
Recommended Action:
Motion to award the contract to MCC, Inc., of Appleton, based on its lowest qualified bid, for an amount not to exceed $304,540.14
Summary: The City Council will consider approval of an amendment extending the Two Rivers Electric Utility's long-term wholesale power supply contract from 2055 to 2073 with the member-owned municipal power cooperative “WPPI Energy”. Two Rivers was one of the original founding member communities that created WPPI back in 1980.
One argument in favor of the extension is that electric infrastructure is becoming increasingly expensive, and participating in WPPI's cooperative joint-action model provides economies of scale, shared resources, and purchasing power that Two Rivers could not realistically achieve on its own.
One argument against the extension is that no one knows what electricity generation and storage will look like 18 years from now, and extending the contract by 18 years reduces the City's flexibility to pursue alternative power supply options.
