Summary: The Mishicot Area Ambulance Service (MAAS) is considering a partnership with the City of Two Rivers to provide ambulance coverage in its service area. On August 26, the MAAS Board voted to continue exploring a shared staffing approach with Two Rivers. No final agreement has been reached.
Under the concept being studied, Two Rivers Fire Department paramedics would provide ambulance transport throughout the MAAS service area, which is something that is already occurring regularly with understaffed shifts. The proposed staffing model calls for five additional Two Rivers firefighter/paramedic positions and the transfer of two MAAS ambulances and related equipment to the City. The proposed service area includes the Village of Mishicot and the Towns of Gibson, Mishicot, Two Creeks, Two Rivers, and Kossuth.
The September 28 work session will be Council’s first discussion of the coverage plan. Staff will review the proposed service model, staffing and equipment needs, and financial implications. Council members will have an opportunity to identify concerns and provide direction on whether staff should continue working towards a formal agreement.

Summary: At its July 20 meeting, the City Council considered a proposed amendment extending the Two Rivers Electric Utility’s long-term wholesale power supply contract with WPPI Energy by 18 years, from 2055 to 2073. Council requested a work session before taking further action.
The proposal was first presented publicly at the June 15 Council meeting by WPPI staff. That presentation covered the reasons for the proposed 18-year extension, WPPI’s long-term planning and financing needs, and future generation and transmission investments. Council members had an opportunity to ask questions and no action was requested at that meeting.
Council also received several written Briefs during June and July addressing the advantages and challenges of a long-term agreement, the support services WPPI provides beyond wholesale electricity, comparisons of local electric bills, and the City’s record electric demand during the July heat wave. The July 20 agenda materials outlined considerations both for and against the extension.
The September 28 work session is an opportunity to discuss any questions that remain and what options the City would have if it did not extend the agreement. City staff and WPPI representatives will be available to respond. Following that discussion, Council may direct staff to place the proposed extension on a future agenda for a vote, or Council may vote on the extension at the September 28 work session.
