  1. 6.1Town Council Adoption of Development Code Text Amendments and Zoning Map Amendments in support of 2040 General Plan Adoption.
    Recommended Action: Council adopt Ordinance 2023-03, adopting Development Code and Zoning Map amendments in support of 2040 General Plan and Downtown Truckee Plan adoption.

  2. 6.2Acceptance of the Transit Audit Report for Fiscal Year 2021/2022.
    Recommended Action: Council accept the Financial Statements and Independent Auditors’ Report for the Town of Truckee Transit Fund, as well as the Schedules of Proceeds for Public Transportation Modernization Improvement and Service Enhancement Account (PTMISEA), State of Good Repair (SGR), and Low Carbon Transit Operations Program Proceeds (LCTOP) for the years ended June 30, 2021, and 2022.

  3. 6.3Accept the Quarter ended March 31, 2023, Treasurer’s Report.
    Recommended Action: Council accept the Treasurer’s report for the quarter ended March 31, 2023.

  4. 6.4Adoption of the Statement of Investment Policy for the 2023/2024 Fiscal Year.
    Recommended Action: Council adopt Resolution 2023-30 accepting the Town of Truckee Statement of Investment Policy for the 2023-2024 fiscal year.

  5. 6.5Resolution Approving the Recreational Trails Program Grant Application for the Riverview Sports Park Trail Connection Project.
    Recommended Action: Council adopt Resolution 2023-27 authorizing staff to apply for the Federal Recreational Trails Program grant for the Riverview Sports Park Trail Connection Project.

  6. 6.6Federal Highway Administration (FHWA) Charging and Fueling Infrastructure (CFI) Discretionary Grant Application Authorization.
    Recommended Action: Council authorizes staff to submit a 2023 FHWA Charging and Fueling Infrastructure Grant Application as outlined in the staff report.

  7. 6.7Home Weatherization Rebate Matching with the Truckee Donner Public Utility District. 
    Recommended Action: Increase the Town’s existing rebate amounts for building envelope improvements to match the Truckee Donner Public Utility District’s recently increased rebate amounts.

  8. 6.8Documentation of Support for Truckee Donner Railroad Society Pocket Park Improvement Project.
    Recommended Action: Adopt Resolution 2023-28 documenting the Town’s support for the Truckee Donner Railroad Society Pocket Park Improvement Project Grant application to Truckee Tahoe Airport District.

  9. 6.9Approval of TART Connect Microtransit Contract Amendment with Truckee Downtowner, LLC For Yearlong Pilot and Budget Amendment.
    Recommended Action: Council approve a contract amendment with Truckee Downtowner, LLC for continuation of the TART Connect Microtransit Pilot in the amount of Two Million Six Hundred Thousand Dollars ($2,600,000) for a total not-to-exceed amount of Three Million Nine Hundred Seventy-Three Thousand Seven Hundred and Eleven Dollars ($3,973,711); and approve a fiscal year (FY) 23/24 budget for C2313 (Microtransit program) in the amount of Two Million Six Hundred Thousand Dollars ($2,600,000).

  10. 6.10Budget Increase - Ladris Evacuation Contract FY 2022/2025.
    Recommended Action: Council increase the remaining 28-month budget for Ladris Evacuation Consulting in the amount of $30,900.00 (Town's portion is $20,900.00) and direct the Town Manager to sign the attached Ladris AI change order form.

  11. 6.11Letter agreement to fund Phase II of the Climate Transformation Alliance.
    Recommended Action: Authorize the Town Manager to execute a letter agreement with Sierra Business Council (SBC) to fund Climate Transformation Alliance Phase II in the amount of $50,000.

7.Discussion Items

  1. 7.1Truckee Library Revenue Measure Polling Results.
    Recommended ActionAccept Voter Opinion Survey Summary Report for Truckee Library revenue measure. Direct staff to continue to contribute staff time to collaborative efforts to support the design and development of a new Truckee Library facility.

  2. 7.2Single-Use Water Bottle Policy Recommendations.
    Recommended ActionProvide feedback on staff recommendations for policy options, supporting outreach, and incentive programs intended to reduce the use of single-use water bottles. Direct staff to develop an ordinance regulating single-use water bottles for Council consideration.

  3. 7.3West River Revitalization Steering Committee.
    Recommended Action: Approve formation of and committee member nominations for the West River Revitalization Steering Committee, a Brown Act Committee. Appoint two Councilmembers to serve on the West River Revitalization Steering Committee with authority to appoint new members to the committee as appropriate.

  4. 7.4Truckee Police Department Policy 709 to Comply with State Legislation Under Assembly Bill 481.
    Recommended Action: Introduce Ordinance 2023-04 readopting the Truckee Policy Department Policy 709 – Military Equipment Funding, Acquisition and Use Policy.
