6.Consent Calendar

  1. 6.1Minutes for the September 9, 2025, Closed Session and Regular Meeting.
    Recommended Action: That Council approve the minutes.

  2. 6.2Appointment of Colleen Connors to Lay Member Position for Public Art Commission of Truckee. 
    Recommended Action: That Council appoint Colleen Connors to the Lay Member seat of the Public Art Commission of Truckee to fill the vacancy and complete the term ending August 31, 2028.

  3. 6.3Update to the Town of Truckee Reserve & Designation Policy as of June 2025. 
    Recommended Action: That Council adopt Resolution 2025-27, adopting the Reserve and Designation Policy, retroactively effective as of June 2025.

  4. 6.4Consultant Selection for Preparation of Environmental Review Document for The Old Trestle Distillery (Planning Application #2025-00000057).
    Recommended Action: That Council authorize the Town Manager to execute a contract with Raney Planning & Management, Inc. for professional services to prepare environmental review documents for The Old Trestle Distillery project in an amount not to exceed $56,365.

  5. 6.5Sidewalk Vending Ordinance.
    Recommended Action: That Council: (1) Determine the ordinance is exempt from the California Environmental Quality Act (CEQA); and (2) Adopt Ordinance 2025-07, Amending the Truckee Municipal Code, Title 13 Streets and Sidewalks, Adding Chapter 13.08 Relating to Sidewalk Vending.

  6. 6.6Rooted Renters Program Guidelines Update. 
    Recommended Action: That Council review and approve the recommended changes to the Rooted Renters Program Guidelines.

  7. 6.7Approval of Team CivX Contract for Measure V Renewal Public Opinion Surveys.
    Recommended Action: That Council authorize the Town Manager to execute a contract with Team CivX in the amount of $65,958, with a contract contingency of $9,042, for a total authorized contract amount of $75,000, to conduct public opinion surveys, ballot measure feasibility analysis and support related to the renewal of Measure V Road Maintenance Sales Tax (C2613).

  8. 6.8Emergency Contract Work Authorization for Removal of Decomposed Granite from the Truckee River Legacy Trail.
    Recommended Action: That Council: (1) Amend the Riverview Sports Park Trail Connection Project (C2318) budget to increase the FY25/26 CIP budget by $166,626, bringing the total project budget to $1,187,624.08. (2) Approve a $138,855 contract change order with Ruppert, Inc. to include emergency trail work, with a 20% contingency in the amount of $27,771 for a total emergency trail work expenditure not to exceed $166,626; and (3) Authorize the Town Engineer to approve additional change order work within the approved contingency.

  9. 6.9Amendment to the Town Wage Matrix and Approval for the Addition of a Temporary Communications Assistant Position. 
    Recommended Action: That Council: (1) Adopt Resolution 2025-59 amending the updated wage matrix dated September 30, 2025 adding a Communications Assistant to Range 10; (2) Authorize hiring a temporary second Communications Assistant through June 30, 2026; and (3) Approve the transfer of $55,000 from the Administrative Services Department budget to the Communications Division to cover the cost of the second temporary Communications Assistant.

  10. 6.10InTech Mechanical Contract Amendment and Purchase Authority.
    Recommended Action: That Council authorize the Town Manager to execute a contract amendment with InTech Mechanical Company, Inc. for a not to exceed amount of $100,000 for infrastructure and non-infrastructure projects; on-call service; and emergency on-call services related to the Town’s heating, ventilation, and air conditioning system.

  11. 6.11Easement Abandonment, 14741 Denton Avenue (017-301-035); Owners: Thaddeus Zenon Mach, Thaddeus Zenon Mach Living Trust; Application 2025-00000013. 
    Recommended Action: That Council: (1) Adopt Resolution 2025-61 approving the abandonment of the ten-foot (10’) public utility easement (PUE) and the 20-foot light and air easement at 14741 Denton Avenue (APN 017-301-035); Lot 5, Donner Heights Subdivision Unit No. 1; and (2) Authorize the Town Manager to sign the Indemnification Agreement between the Town of Truckee and Thaddeus Zenon Mach Living Trust regarding APN 017-301-035.

7.Discussion Items

  1. 7.1Inclusion, Diversity, Equity and Accessibility (IDEA) Action Plan.
    Recommended Action: That Council (1) Adopt the Inclusion, Diversity, Equity and Accessibility Action Plan; and (2) Direct staff to work on the proposed actions as part of the 2025–2027 Strategic Priorities Workplan.

  2. 7.2River Revitalization Action Plan: R3 Playbook. 
    Recommended Action: That Council adopt the R3 Playbook, an Action Plan of the River Revitalization Steering Committee.

  3. 7.37th Cycle Housing Element Kick-off. 
    Recommended Action: That Council receive a presentation on the 7th Cycle Housing Element timeline, Draft Regional Housing Needs Allocation (RHNA), the status of the Housing Element site inventory, and the public engagement strategy, and provide direction to staff.

  4. 7.4Truckee Donner Recreation and Park District Quimby Fee Update.
    Recommended Action: That Council conduct a public hearing and adopt Resolution 2025-60, updating subdivision park and recreational fees, “Quimby Fees”, required for tentative maps and applicable to newly created parcels.

  5. 7.5Special Event Public Safety Portable Barrier Purchase Authorization.
    Recommended Action: That Council authorize the purchase of two 54-Unit Pitagone F18 Barrier Trailer Kits for the purpose of special event vehicle barriers from ARX Perimeters, LLC., for a total of $192,352, plus freight and sales tax.
