6.Consent Calendar

  1. 6.1Minutes for the June 24, 2025, Regular Meeting.
    Recommended Action: That Council approve the minutes.

  2. 6.2Village at Gray’s Crossing Minor Street Vacation and Public Service Easements Vacations for Portions of Edwin Way, Right-of-Way Dedication, and Lot Line Adjustment (Planning Application 2024-00000118).
    Recommended Action: That Council approve Resolution 2025-49 taking the following actions: (1) Determine the project exempt from the California Environmental Quality Act per Section 15061(b)(3); (2) Approve a Minor Street Vacation and Public Service Easements Vacations, which include a drainage easement abandonment and a public utility easement abandonment, for a 1,047 square foot portion of Edwin Way located on the east of side of 10162 Edwin Way (APN 043-060-011); (3) Authorize the Town Manager to sign the Indemnity, Hold Harmless, and Defense Agreement between the Town of Truckee and Gray’s Crossing Land Holdings LLC regarding APN 043-060-011; (4) Authorize the Town Manager to quitclaim the abandoned portion of the Edwin Way right-of-way and easements; and (5) Approve a Lot Line Adjustment to incorporate the vacated portion of Edwin Way into APN 043-060-011 (11760 Henness Road).

  3. 6.3Authorization of Federal Funding under Federal Transit Act (FTA) Section 5339 for the Procurement of Two Replacement Transit Vehicles.
    Recommended Action: That Council: (1) Adopt Resolution 2025-50 authorizing federal funding under FTA Section 5339 – Bus and Bus Facilities Program; and (2) Authorize the purchase of two (2) Allstar Starcraft 22-foot buses through the California Association of Coordinated Transit-Morongo Basin Transit Authority (CalACT-MBTA) Vehicle Purchasing Cooperative under Agreement No. 20-01 in the amount of $364,287.02.

  4. 6.4Adoption of Resolution for Brickelltown Maintenance District (Community Facilities District).
    Recommended Action: That Council adopt Resolution 2025-53 to supersede Resolution 2025-29 for the Brickelltown Maintenance District (Community Facilities District 2013-1) with corrected Special Tax Assessment numbers in Exhibit A of Resolution 2025-53.

  5. 6.5Design Contract Amendment for Trout Creek Reach 1, Phase 2 (C1704).
    Recommended Action: That Council authorize the Town Manager to execute a design contract amendment with Waterways Consulting, Inc. in the amount of $36,260 for additional design services to underground utilities and design curb, gutter, and sidewalks on a portion of Jibboom Street for the Trout Creek Reach 1, Phase 2 Project (C1704).

  6. 6.6Adoption of Resolution in Support of the Passage of Measure G.
    Recommended Action: That Council adopt Resolution 2025-52 supporting the passage of Measure G on the November 4, 2025 Special Election. 

  7. 6.7Adoption of Resolution to Accept Grant Funding from the California Highway Patrol.
    Recommended Action: That Council adopt Resolution 2025-54 to accept grant funding from the California Highway Patrol.

  8. 6.8Acceptance of the Financial Status Update for the Period Ended June 30, 2025 and Purchasing Authority.
    Recommended Action: That Council: (1) Accept the financial update for the period ended June 30, 2025; and (2) Authorize spending with: (a) Green Bear up to $78,000 for fiscal year (FY)2024/25 retroactively, and $100,000 for FY2025/26; (b) Sawtooth Industrial for up to $100,000 for FY2025/26; and (c) Municipal Maintenance Equipment for up to $95,000 for FY2025/26.

7.Discussion Items

  1. 7.1Marks Zoning Map Amendment and Lot Line Adjustment (Application 2024-00000155/ZMA-LLA; Applicant/Owner: Jon and Romi Marks; 10441 and 10449 Somerset Drive; APNs 040-120-027,-028).
    Recommended Action: That Council conduct a public hearing and: (1) Introduce Ordinance 2025-06, approving a Zoning Map Amendment to rezone 10449 Somerset Drive (APN 040-120-028-000) from PF (Public Facilities) to RL-X (Low Density Residential, No Further Subdivision); (2) Direct staff to tentatively approve the requested Lot Line Adjustment after Ordinance 2025-06 has been adopted; and (3) Determine the amendment to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15305 (Minor Alterations to Land Use Limitations) of the CEQA Guidelines, which exempts activities that would alter parcels without resulting in changes in land use or density.

  2. 7.2Housing Equity Framework Acceptance and Recommendation Prioritization.
    Recommended Action: That Council accept the Housing Equity Framework and provide direction to prioritize selected recommendations for addition to the 2025-2027 Strategic Priorities Bike Rack.

  3. 7.3Short-Term Rental Building Electrification Token Program.
    Recommended Action: That Council: (1) Provide feedback on the proposed Building Electrification Token Program concept and direct staff to develop a final program proposal for Town Council consideration; and (2) Direct staff to develop proposed amendments to the Truckee Municipal Code to allow the Town Council to approve issuance of Tokens for a broader range of programs outside of the original focus on workforce housing.
