Recommended Action: That Council authorize the Town Manager to execute a contract with Rincon Consultants, Inc. to develop an equitable funding strategy for building decarbonization for existing residential and commercial buildings for a total not-to-exceed amount of $108,225.
Recommended Action: That Council: (1) Authorize the Town Manager to execute a contract with DKS Associates to conduct a Comprehensive Large-Scale Evacuation Study for a total not to exceed amount of $249,499; (2) Authorize a budget increase of $23,838 for the Tahoe Donner Emergency Egress Improvement project (C2513) for a total of $273,838; and (3) Authorize the Town Manager to execute an amendment to the Reimbursement Agreement between the Town of Truckee and Tahoe Donner Association to conduct an evacuation study and increase the authorized reimbursement amount from $250,000 to $273,838.
Recommended Action: That Council adopt Ordinance 2025-10 amending the Truckee Municipal Code, Title 18 Development Code and Town of Truckee Zoning Map, and determine the amendments to be exempt from the California Environmental Quality Act (CEQA) under Sections 15060(c)(2) and 15060(c)(3) of Title 14 of the California Code of Regulations, and Section 15061(b)(3) of the State CEQA Guidelines.
Recommended Action: That Council: (1) Authorize the Town Manager to execute a Land Exchange Agreement with Edgar J. Stratton and Galeen R. Stratton for purposes of exchanging Town right of way for private property along West River Street; and (2) Authorize the Town Manager to approve minor modifications to the agreement and exhibits if necessary prior to execution.
Recommended Action: That Council: (1) Authorize the Town Manager to sign an agreement with MissionSquare to add a 401(a) deferred compensation plan option for Town employees; (2) Authorize the Town Manager to sign a side letter with the Truckee Mid-Management Association; and (3) Authorize the Town Manager to approve minor, non-substantive changes to the side letter, as needed.
Recommended Action: That Council accept the financial update for the quarter ended September 30, 2025.
Recommended Action: That Council conduct a public hearing on Fiscal Year 2024/2025 Assembly Bill (AB) 1600 fee revenues and expenditures and adopt Resolution 2025-71 making findings to retain AB1600 fees collected in excess of five years ago, which remain unspent, and approving the annual AB 1600 program fee adjustments.
Recommended Action: That Council introduce Ordinance 2025-08 to clean up portions of the Truckee Municipal Code, specifically Chapter 1.04; Section 2.06.030, 7.03.010, 7.03.020, 7.06.020; Chapter 9.12; and Section 10.07.020; and amend Chapter 2.20 to enact a new Section 2.20.040.
