  1. 6.1Minutes of March 24, 2026, Regular Meeting.
    Recommended Action: That Council approve the minutes.

  2. 6.2Parking Code Cleanup Amendments and Creation of Overnight Parking Permit Program.
    Recommended Action: That Council adopt Ordinance 2026-03, amending Chapter 10.18 – Parking Regulations of Truckee Municipal Code.

  3. 6.3On-Call Materials Testing and Related Consulting Services.
    Recommended Action: That Council authorize the Town Manager to execute a new one-year contract with NV5 for materials testing and related consulting services.

  4. 6.4Adopt Ordinance 2026-05 to Amend Truckee Municipal Code Chapter 13.08 (Sidewalk Vendor Regulation).
    Recommended Action: That Council adopt Ordinance 2026-05 amending Truckee Municipal Code, Title 13 Streets and Sidewalks, Chapter 13.08 Sidewalk Vending.

  5. 6.5Purchase of Solar-Powered Compacting Trash and Recycling Containers.
    Recommended Action: That Council authorize staff to purchase solar-powered compacting trash and recycling containers in Fiscal Year (FY) 2025/26 and FY 2026/27  from EcoVision Environmental for a total cost not to exceed $185,000.

7.Discussion Items

  1. 7.1Speed Limit Changes on Various Town Roadways.
    Recommended Action: That Council introduce Ordinance 2026-04 to amend Section 10.05.025 of the Truckee Municipal Code to adjust speed limits along Donner Pass Road and Brockway Road.

  2. 7.2Development Code Amendments for Deed-Restricted Housing Incentives (Homegrown Housing Nonmonetary Incentives).
    Recommended Action: That Council conduct a public hearing and: (1) determine the Development Code amendments to be exempt from the California Environmental Quality Act pursuant to Sections 15060(c)(2), 15060(c)(3) and 15061(b)(3); (2) introduce Ordinance 2026-06 amending the Truckee Municipal Code, Title 18, Development Code, to create a Deed-Restricted Housing Incentives ordinance and related clean-up amendments; and (3) adopt Resolution 2026-11 establishing qualifying income limits for the Deed-Restricted Housing Incentives.

  3. 7.3River Revitalization Steering Committee Update.
    Recommended Action: That Council: (1) direct staff to reconvene the River Revitalization Steering Committee as an ad-hoc advisory group; and (2) provide direction to staff regarding the Catalyst Project focus area.

  4. 7.4Guidelines for Building Electrification Token Program and Truckee Municipal Code Amendments.
    Recommended Action: That Council: (1) introduce Ordinance 2026-07 amending Section 5.02.030 of the Truckee Municipal Code to allow for issuance of Town Council Priority Program Transient Occupancy Registration Certificates; (2) find Ordinance 2026-07 exempt from the California Environmental Quality Act pursuant to Sections 15060, 15061, 15301, and 15378; (3) approve the guidelines for the Building Electrification Token Program and direct staff to launch this program in summer 2026; and (4) provide direction to staff on recommended program goal(s) and performance metrics.
