• 1.Zoning Case Z25-11: Request by 2S & Z Investments LLC, to amend Chapter 50 (Zoning) of the

  Tomball Code of Ordinances, by rezoning approximately 2.109 acres of land legally described as

  being two tracts of land (1.047 and 1.062 acres), each being a portion of Lot 477 of Tomball

  Townsite from the Agricultural (AG) zoning district to the Commercial (C) zoning district. The

  property is located at 22700 Hufsmith–Kohrville Road, within the City of Tomball, Harris County,

  Texas.

• 2.Zoning Case Z25-12: Request by Harkins Medical Properties LTD, represented by Dennis Conde,

  to amend Chapter 50 (Zoning) of the Tomball Code of Ordinances, by rezoning approximately

  3.140 acres of land legally described as being a portion of Lot 6 of Tomball Medical Park Replat

  of Reserve “B” and a tract of land situated in the Jesse Pruitt Survey, Abstract No. 629 from the

  Agricultural (AG) zoning district to the Duplex (D) zoning district. The property is located within

  the 13000 block (south side) of Medical Complex Drive, within the City of Tomball, Harris

  County, Texas.

• 3.Zoning Case Z25-13: Request by Pitcher Realty Group LLC, represented by Mundy Property

  Holdings PLLC, to amend Chapter 50 (Zoning) of the Tomball Code of Ordinances, by rezoning

  approximately 0.9966 acres of land legally described as being two tracts of land (0.660 and

  0.3366 acres) situated within the Joseph House Survey, Abstract No. 34 from the Single-Family

  Residential (SF-9) zoning district to the Office (O) zoning district. The property is located at

  13519 Zion Road, within the City of Tomball, Harris County, Texas.

• 4.Workshop Discussion Only – Approve a services agreement with Hydro Clear Services, LLC for a vac-truck services and regular maintenance of sewer components for a total annual amount not-to-exceed $160,000 (CSB No. 2025-19), approve the expenditure of funds therefor, and authorize the City Manager to execute any and all documents related to the purchase. This expenditure is included in the Fiscal Year 2025-2026 budget.

• 1.Approve Minutes of Oct. 20, 2025, Regular City Council meeting.

• 2.Approve the annual renewal expenditures with Tyler Technologies, Inc. for recurring Software as a Service (SaaS) subscriptions, support services, and licensing fees associated with the City’s enterprise systems including ERP Pro, Computer-Aided Dispatch (CAD), Public Safety Analytics, BRAZOs eCitation, GIS, and Utility Billing Online for Fiscal Year 2025–2026, through a Sourcewell Contract (Contract No. 060624-TTI) for a total not-to-exceed amount of $479,235. Authorize the expenditure of funds and authorize the City Manager to execute any and all documents related to this purchase. This expenditure is included in the Fiscal Year 2025-2026 budget.

• 3.Approve services agreement with Senergy Petroleum, LLC for operating and emergency fuel purchases for an annual not-to-exceed amount of $600,000 (RFP No. 2025-17), approve the expenditure of funds therefor, and authorize the City Manager to execute any and all documents related to the purchase. This expenditure is included in the Fiscal Year 2025-2026 budget.

• 4.

  Approve an expenditure of greater than $100,000 with Harris County Radio Services for radio airtime, programming, and part services, for a not-to-exceed amount of $116,000.00, approve the expenditure of funds therefore, and authorize the City Manager to execute any and all documents related to the purchases. The purchase is included in the FY 2025-2026 Budget.

• 5.Approve services agreement renewal with Accurate Utility Supply, LLC for water, wastewater, and drainage supplies and services through a BuyBoard Contract (Contract No. 626-20) for a not-to-exceed amount of $250,000, approve the expenditure of funds therefor, and authorize the City Manager to execute any and all documents related to the purchase. This expenditure is included in the Fiscal Year 2025-2026 budget.

• 6.Approve Resolution No. 2025-54, a Resolution of the City of Tomball, Texas approving updates to the Fiscal Year 2025-2026 Master Fee Schedule.

• 7.Consideration and possible action to cancel the existing professional services agreement with Teague Nall and Perkins, Inc., dated August 18, 2025, and approve a new professional services agreement with Teague Nall and Perkins, Inc. for engineering services related to the U.S. Department of Housing and Urban Development – Community Project Fund (CPF) grant related to the Carrell & Lovett Storm Sewer Improvements for an amount not-to-exceed $1,460,000, approve the expenditure of funds therefor, and authorize the City Manager to execute any and all documents related to the services. These expenditures are to be paid from grant funds received from the U.S. Department of Housing and Urban Development – Community Project Fund.

• 8.Approve changes to Administrative Policy No. 23, Park Reservation.

• 1.Public Hearing 6:00 P.M. and Consideration of and action on Ordinance No. 2025-49, an Ordinance granting the request for annexation of a certain tract of land being a 1.9756 acre (86,058 square feet) tract of land, situated in the Jesse Pruitt Survey, Abstract Number 629,  Harris County, Texas; being out of and a part of lot Four Hundred and Seventy-Seven (477), of Tomball Townsite, a subdivision in Harris County, Texas, according to the map or plat thereof, as recorded in Volume 2, Page 65, of the map records of Harris County, Texas (H.C.M.R.); said 1.9756 acre tract being out of and a part of a 1.0472 acre tract conveyed to 2S & Z Investments LLC by deed as recorded under Harris County Clerk's File Number (H.C.C.F. No.) RP-2025-238354 and out of and a part of a 1.062 acre tract conveyed to 2S & Z Investments LLC by deed as recorded under H.C.C.F. No. RP-2025-244581; providing for a service plan; providing for severability.

• 2.Approve the Appointment, by the City Manager, of Sakura Moten as Assistant City Manager, effective November 17, 2025.

• 3.Approve Resolution No. 2025-55, a Resolution of the City Council of the City of Tomball, Texas, for the Designation of Its Representative and Alternate for the Houston-Galveston Area Council 2026 General Assembly.

• 4.Approve changes to Administrative Policy No. 26, Rules and Regulations for City of Tomball Parks.

  Executive Session: The City Council will meet in Executive Session as Authorized by Title 5, Chapter 551, Government Code, the Texas Open Meetings Act, for the Following Purpose(s):

  • Sec. 551.071 – Consultation with the City Attorney regarding a matter which the Attorney’s duty requires to be discussed in closed session

  • Sec. 551.072 – Deliberations regarding Real Property; A governmental body may conduct a closed meeting to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person.
