WORK SESSION
Because TCSC provides much-needed assistance to Tenino residents, in some cases, the only assistance available within the City, and because the COVID-19 pandemic has increased both the volume and quantity of food required to be distributed, it is in the best interests of the City to support TCSC in their effort to secure the truck.
Because it is sometimes necessary to load the truck and park it overnight, there is also a requirement to provide "shore power" to the truck to run the refrigeration units. There is no "shore power" outlet currently available, and it is estimated to cost approximately $1500, it is also in the City's best interest to assist TCSC in establishing "shore power" capability.
Because this issue is a direct result of the government response to the COVID-19 pandemic, this grant will be eligible for reimbursement through CARES Act funding.
The proposed Interlocal Agreement (ILA) for the RHC uses the same methodolgy for representation as does the TCOMM/911 ILA in that Tenino would not have a voting seat on the Council, unless Tenino were elected by all those entities who represent less than 5% of the County's inhabitants.
Even so, the City would be required to provide a "decision-maker" to each Council Meeting and may be required to provide both in-kind contributions, as well as funds (under certain conditions).
