1. CALL TO ORDER/PRESENTATION TO THE FLAG: Mayor to call the meeting to order, lead the group in reciting the pledge of allegiance and conduct roll call.

2. PUBLIC COMMENTS: 

• a)Members of the public may address the Council on items not listed on the agenda. Comments are limited to three minutes per speaker unless otherwise extended or limited by the Mayor. Written comments for inclusion in the Council packet must be submitted by noon the day of the meeting to City Hall or via email.

3. CHANGES TO THE AGENDA: The Mayor may add agenda items or take agenda items out of order with concurrence of the majority of the Council

4. CONSENT AGENDA: Consent agenda items are approved in a single motion unless a Councilmember requests removal of an item for separate consideration.

• a)Minutes of July 16th, 2026.

• b)*Notice of Liquor License Application: Walking Man Brewing LLC is requesting the Mayor to approve the application for "B/W Restaurant - Beer/Wine" privilege and "Direct Shipment Receiver - In WA Only" endorsement.

• c)Utility bill adjustment: The Council is asked to authorize utility bill adjustment for Account No. 25219 in the amount of $235.84. The balance originated from a leaking valve, now fixed by the owner.

  Motion: Approve consent agenda items a-c. 

5. SHERIFF'S OFFICE REPORT:

• a)Sheriff's Report - The Skamania County Sheriff's report for activity within Stevenson city limits for the prior month is presented for council review.

6. FIRE DEPARTMENT REPORT

• a)Fire Chief Broughton update

7. COUNCIL BUSINESS:

• a)**Prothman Amendment: Amendment not to exceed $17,870, including approximately $15,000 for continued interim City Administrator consulting support from Rachael Fuller and approximately $2,870 for additional recruitment advertising/direct mail costs.

  Motion: To approve Resolution 2026-___ Prothman Second Amendment. 

• b)Settlement Authority Resolution: Authorize the Mayor to resolve claims/settlements up to $20,000. Robert has the prior version and is confirming it is still appropriate and updating the date. 

  Motion: To approve a Resolution delegating to the Mayor authority to settle litigation related claims on behalf of the City up to $20,000. 

• c)**Sewer Ordinance: Bring back for final Council approval, subject to any remaining attorney comments or revisions. 

  Motion: To adopt Ordinance 2026-____ Sewer Service as presented based on the edits and changes adopted by Council after extensive public comment. 

• d)**FEMA/WMD Public Assistance Grant Agreement: Finalize the agreement and Council resolution so the City can execute the documents and preserve approximately $60,000 in reimbursement funding. 

  Motion: To approve Resolution 2026-___ FEMA/WMD Grant Agreement.

• e)Engineering Standards Ordinance – Second Reading - Proposed Ordinance 2026-1234 consideration of adoption. 

  Motion: To approve Ordinance No. 2026-1234, adopting the revised and updated City of Stevenson Engineering Standards for Public Works Construction, 2026 Edition. 

• f)***2027 City Council Work Plans: Work plans organize and align the work of staff to the priorities of the City Council and will be used to inform the 2027 budget.

9. VOUCHER APPROVAL: Vouchers will be presented prior to the meeting for council review.

10. ISSUES FOR THE NEXT MEETING: This provides Council Members an opportunity to focus the Mayor and Staff’s attention on issues they would like to have addressed at the next council meeting.

11. ADDITIONAL PUBLIC COMMENT: This is an opportunity for members of the audience to address the Council for items discussed at the meeting.

12. ADJOURNMENT - Mayor will adjourn the meeting.
