PUBLIC COMMENT (NON-AGENDA ITEMS)

The public may address the Council on any item of public interest not otherwise on the agenda that is within the jurisdiction of the City.  No action may be taken.  Matters to be addressed may be referred to City Staff or placed on a subsequent meeting Agenda.  Speakers are limited to a five (5) minute presentation.

CONSENT CALENDAR

Items on the Consent Calendar are considered routine and will be voted on in one motion unless a Council member or member of the public has a question or wishes to discuss an item. In that case, the item will be removed from the Consent Calendar and considered separately.

• 5.Approval of disbursements in the amount of $145,549.60 for payroll, inclusive of employee salaries, employer and employee taxes and retirement contributions, miscellaneous voluntary employee deductions, retrospective pay, holiday pay and equity adjustments.

• 6.Consideration to waive the second reading and adopt of Ordinance No. 875 amending chapter 3.60, sections 3.60.010 through 3.60.200 of the City of Sonora municipal code to adopt the provisions of the California Uniform Public Construction Cost Accounting Act Procedures.

UNFINISHED BUSINESS

• 7.Consideration to waive second reading and adopt ordinance 873, amending the Sonora Municipal Code Chapter 8.36: Cannabis Business Regulation, and ordinance 874, amending the Sonora Municipal Code Chapter 17.60.040.

NEW BUSINESS

• 8.Consideration to accept a donation from Hazy Bulldog Farms; and approve associated budget adjustments to the Police Department’s budget unit.

• 9.Approve the Final Parcel Map and accept the dedications of right of way and drainage easements for the Bank of Stockton Project.

• 10.Consideration to adopt Resolution No. 11-16-2020-A, a 3.3% Cal Sierra Disposal, Inc. rate increase effective November 1, 2020.

• 11.Provide direction to City staff to do one of the following: 1) Prepare an ordinance or resolution for the Council’s consideration establishing contribution limits for candidates for City office; or 2) Do nothing and default to contribution limits for candidates for City office established by state law.

• 12.Approve transitioning to “Action” or “Brief” summary style for the City Council’s official minutes as outlined in the City Clerks Association of California Guidelines for Preparing City Council Minutes.
