The following item will be addressed at this or any other meeting of the city council upon the request of the mayor, any member(s) of council and/or the city attorney:
Announcement by the mayor that council will retire into closed session for consultation with city attorney on matters in which the duty of the attorney to the city council under the Texas disciplinary rules of professional conduct of the state bar of Texas clearly conflicts with the open meetings act (title 5, chapter 551, section 551.071(2) of the Texas government code).
(All matters listed under the consent agenda item are routine by the city council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately.)

  1. 1.Consider amendment to City Council-approved agenda item #8 at regular scheduled meeting on March 09, 2026 regarding closure of Main Street and Live Oak Street from 8:00 p.m. to 2:00 a.m. on Friday, June 19, 2026 for a Juneteenth After-hours Community Event hosted by Kenny Banks, by changing the date to Saturday, June 20, 2026.  Presenter is Tania French 

  2. 2.Consider Agreement between the City of Port Lavaca and Rawley McCoy Architects (RMA) for City Hall Master Plan (Phase 5) Interior Renovations.  Presenter is Jody Weaver 

  3. 3.Consider Certificate of Construction Completion and authorize release of Retainage and Final Payment for City of Port Lavaca – Ann Street Lift Station Replacement Project.  Presenter is Jody Weaver

  4. 4.Consider award of professional engineering contract for Texas General Land Office (GLO), Texas Coastal Management Program (CMP) Grant Cycle 31 Contract No. 26-056-017-F417 Smith Harbor Boardwalk.  Presenter is Jody Weaver 

  5. 5.Consider Resolution No. R-041326-1E of the City of Port Lavaca for replacement of Alternate Early Voting Ballot Board (EVBB) Judge for the City of Port Lavaca General Officers Election held on the uniform date of May 02, 2026 and authorizing the Mayor’s signature.  Presenter is Mandy Grant  

  6. 6.Consider Resolution No. R-041326-2 of the City of Port Lavaca authorizing the submission of the Motor Vehicle Crime Prevention Authority Catalytic Converter Theft Prevention Grant Program.  Presenter is Weston Burris  

  7. 7.Receive update on Police Operations from Acting Police Chief.  Presenter is Weston Burris  

  8. 8.Consider approval of the Municipal Court Judge job description and compensation rate for the term beginning on June 30, 2026 and ending on June 29, 2028.  Presenter is Jody Weaver 

  9. 9.Consider Second and Final reading of an Ordinance (S-2-26) of the City of Port Lavaca for amendment(s) to the Base Ordinance S-4-25 for 2025-2026 fiscal year budget; providing for Budget Amendment(s); providing for severability, providing a repealing clause; and providing an effective date.  Presenter is Reyann Grimaldo  

  10. 10.Consider Second and Final reading of an Ordinance (G-2-26) of the City of Port Lavaca amending the basic Traffic Control Devices Ordinance G-6-86, Section 3, by adding traffic control signs in Original Townsite Subdivision, District One (1); providing for severability; providing a repealing clause; and providing an effective date.  Presenter is Weston Burris  

  11. 11.Consider Second and Final reading of an Ordinance (G-3-26) of the City of Port Lavaca amending the Ordinance codified and described in the City of Port Lavaca’s Code of Ordinances as Part II, Chapter 8 Amusement and Entertainments, Section 8-22 Location and number of machines allowed within city limits; providing for purpose of ordinance, providing for severability; providing a repealing clause; and providing an effective date.  Presenter is Derrick Smith  

  12. 12.Consider Second and Final reading of an Ordinance (G-4-26) of the City of Port Lavaca amending the Ordinance codified and described in the City of Port Lavaca’s Code of Ordinances as Part II, Chapter 12 Buildings and Building Regulations by adding new Article VII, Congregate Living Facility; providing for purpose of ordinance, providing for severability; providing a repealing clause; and providing an effective date.  Presenter is Derrick Smith  

  13. 13.Consider Second and Final reading of an Ordinance (G-5-26) of the City of Port Lavaca amending the Code of Ordinances, Appendix A - Fees, Rates and Changes; Chapter 12 Buildings and Building Regulations, Article VII, Congregate Living Facility; and providing an effective date.  Presenter is Derrick Smith  

  14. 14.Consider First reading of an Ordinance (G-6-26) of the City of Port Lavaca amending the Code of Ordinances codified and described in the City of Port Lavaca’s Code of Ordinances as Part II, Chapter 12 Buildings and Building Regulations, Article IV Substandard Buildings, Sec. 12-291 thru 12-297; providing for purpose of ordinance, providing for severability; providing a repealing clause; and providing an effective date.  Presenter is Derrick Smith  

  15. 15.Discuss Trihalomethane (TTHM) Removal System.  Presenter is Wayne Shaffer

  16. 16.Consider the recommendation of the Planning Board for the expansion of a childcare facility located at 329 W. Main Street, the legal description is Lots 6 & PT of 2, 4, 8 of Block 44 of the Georgetown Addition. Property ID 51910.  Presenter is Derrick Smith

  17. 17.Announcement by Mayor that City Council will retire into closed session:

    •        For consultation with City Attorney on matters in which the duty of the Attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Open Meetings Act (Title 5, Chapter 551, Section 551.071(2) of the Texas Government Code).

    •        To discuss Personnel matters in accordance with Title 5, Section 551.074 of the Texas Government Code (to discuss the appointment, employment, evaluation, duties and responsibilities, reassignment, discipline, or dismissal of an officer or employee, or to hear a complaint or charge against an officer or employee: [Chief of Police]).
