CALL TO ORDER: Timothy Estes, Chairman

1.The September 23, 2025 Work Session Minutes and the September 23, 2025 Board Meeting Minutes are available for review.

2.Discuss action to approve the purchase of one (1) 2025 Ford Transit 250 from Hardy Family Ford in the amount of $51,325.00 utilizing General Funds.
3.Discuss action to award the FY 2026 Trenchless Rehabilitation Contract 1A to the lowest reliable bidder, Vortex Services, in the amount of $95,865.00. Funding for this project will be allocated from Stormwater General Funds. The Project is located in Post 1, Post 2, and Post 4.
4.Discuss action to award the FY 2026 Trenchless Rehabilitation Contract 1B to the lowest reliable bidder, NuPipe, LLC, in the amount of $56,347.00. Funding for this project will be allocated from Stormwater General Funds. Project locations are in Post 1 and Post 2.
5.Discuss action to award the Stormwater Maintenance Project located at 256 Willow Pond Court Pipe Replacement to CSTE, Inc. in the amount of $54,149.77. Quotes for this project are utilized under the FY 2025 Stormwater Infrastructure Replacement and Repair Unit Price Contract. Funding for this project will be allocated from Stormwater Department General Funds. The Project is located in Post 3.
6.Discuss action to approve the purchase of (3) Ford PPV's from Hardy Family Ford through the State Contract in the amount of $144,555.00. Funding for these vehicles will come from the Heat Grant Funds.

7.Confirm the 2026 Paulding County Board of Commissioners Designated Holiday Schedule.
8.Award the five-year renewal of the Genetec License Renewal to Comsec Systems, Inc., in the amount of $91,101.85.
9.Authorize the Board of Commissioners to sign Resolution 2025-36 to adopt the Title VI Plan update for 2025 in relation to Federal Transportation Funding.
10.Adopt Resolution 2025-37 to reappoint Ben Amerson to the Paulding County Board of Assessors for a three-year term, effective January 1, 2026 and expiring on December 31, 2028.
11.Authorize the Board of Commissioners to execute a permanent sewer easement to Brock Investments, Inc. for the price of $1,000.00. The easement is located in Post 1.
12.Declare the following items listed as surplus, and approve their disposal through sale, auction, trade or governmental donation.
13.Authorize the Chairman to approve and execute the Utility Easement Agreement with Georgia Power for the installation of two underground transformers on the Watson Complex Property.

14.Discuss action to approve the purchase of Peregrine Technologies, Inc. software with a term of three years at a cost of $146,000.00 per year.
15.Discuss action to authorize the acceptance of the HEAT Grant through GOHS ( Ga. Governor's Office of Highway Safety) & NHTSA (National Highway Traffic Safety Administration) for FY 2026.
16.Discuss action to authorize the acceptance of the CHINS Grant through the Criminal Justice Coordinating Council (CJCC) for FY 2026.
17.Discuss action to authorize the Chairman to sign the Georgia Public Library Service construction grant for the Dallas Library.
18.Discuss action to authorize the Chairman to sign the Georgia Public Library Service construction grant for a new Yorkville Library.
19.Discuss action to approve the emergency purchase of a cut-in pipe replacement on the 36-inch transmission main with HD Excavations and Utilities in the amount of $59,750.00. This purchase is funded through the Renewal and Extension Fund. The project is located in Post 4.
