1. A.Title 8 Health and Safety Ordinance Amendment – Massage Establishments.  The proposed action is the adoption of standards to regulate massage establishments and the practice of massage therapy within the City of Orland. To ensure safe, hygienic, and lawful practice of massage therapy, the proposed ordinance would provide operational, health and safety, and advertising standards for massage establishments operating within city limits.
