Call to Order
The Mayor will determine that a quorum of Councilpersons is present and Call the meeting to order.

Consent Agenda
Items on the Consent Agenda may be approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda.  A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item.
Items 2-5 were originally presented for consideration in the regular meeting on August 10, 2026. Appropriate first and second motions were duly made and recorded; however, no vote was taken on these items. Accordingly, all items may be considered and approved collectively by a single action of the Council.

Citizen Participation
The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to make a statement of factual information. The Council reserves the right to retire into executive session  under Sections 551.071/551.074 – of the Texas Open Meetings Act  concerning any of the items listed on this Agenda, whenever it is  considered necessary and legally justified under the Open Meetings Act.

The  City of Mount Vernon regular meeting is the second Monday of each month  at 6:00 pm in Council Chambers. Any individual desiring official action  from the Council should submit a request to the office of the City  Administrator not later than fifteen (15) days prior to the Council  meeting.
