  A. Request: Annexation of 9.14 acres of land with the I-L zoning district for the purpose of complying with the terms outlined in the consent to annex agreement for the existing fencing business in operation at the subject property.

• 4.Public Hearing for Public Works Proposed Fiscal Year 2027 Water and Sewer Rate Increase

• 5.Resolution No. 26-2596: A resolution adopting increasing fees of the Meridian Public Works Department; ordering that such fees shall supersede fees previously adopted; and authorizing the Meridian Public Works Department to collect such fees as of October 1, 2026

• 6.Public Hearing (continued from July 28, 2026) for Cherry Blossom East Subdivision (H-2025-0030) by Breckon Land Design, located at 523 W. Cedarburg Dr. and the 0.67-acre property to the east, located in the NE 1/4 of Section 12, T.3N., R.1W.

  A. Request: Combined Preliminary and Final Plat consisting of three (3) building lots and one (1) common lot on 0.79 acres of land in the R-8 zoning district.

• 7.Public Hearing for Pollard Commercial Split (SHP-2026-0007) by Brighton Corporation, located at 6489 N. Levi Ave.

   A. Request: Short Plat consisting of subdividing an existing commercial lot into two (2) separate lots on approximately 1.73 acres of land in the C-G zoning district.

• 8.Public Hearing for Rackham Microhospital (H-2026-0011) by Kimely Horn, located at Northeast Corner of S. Eagle Rd. and E.  Overland Rd.

  A. Request: Modified Development Agreement to modify the existing Development Agreement (Inst.  #109134179) to updated certain provisions and the conceptual site plan and building elevations.

  B. Request: Conditional Use Permit to construct a 24,000 sq.ft. hospital

  C. Request: Preliminary Plat consisting of 2 buildable lots and 1 common lot on approximately 4.655 acres in the C-G zone.

ORDINANCES [Action Item]

• 9.Ordinance No. 26-2138: An ordinance (Latitude Forty Three Subdivision – H-2024-0059) annexing Lots 7, 21, and 22 of the Amended Magic View Subdivision, as depicted in the map exhibit; rezoning 17.27 acres of such real property from RUT (Rural Urban Transition) to R-8 (14.39 acres) (Medium-Density Residential), R-15 (1.43 acres) (Medium-High Density Residential), and C-N (1.69 acres) (Neighborhood Business) zoning districts; directing city staff to alter all applicable use and area maps as well as the official zoning maps and all official maps depicting the boundaries and the zoning districts of the City of Meridian in accordance with this ordinance; providing that copies of this ordinance shall be filed with the Ada County Assessor, the Ada County Treasurer, the Ada County Recorder, and the Idaho State Tax Commission, as required by law; repealing conflicting ordinances; and providing an effective date.

EXECUTIVE SESSION [Action Item]

• 10.Executive Session per Idaho Code 74-206(1)(f) to communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated, and 74-206 (1)(j) to consider labor contract matters authorized under Section 74-206A.
