CONSENT AGENDA
Recommended Action: Approve the October 24, 2025 Payroll Certification in the amount of $995,759.28 and authorize the Mayor to sign the certification on behalf of the entire City Council.
Recommended Action: Approve the September 30, 2025 through October 15, 2025 Accounts Payable Certification of Claims in the amount of $2,715,982.15 and authorize the Mayor to sign the certification on behalf of the entire City Council.
Recommended Action: Approve the City Council Regular Hybrid Meeting Minutes of October 21, 2025.
Recommended Action: Reallocate the following capital project resources in the 2025-2026 biennial budget to the Lakeline Reach 1 Capacity Improvement Project, amounting to a $1,839,846 budget adjustment as follows:
1. $1,041,201 from the Pump Station Rehabilitation Project (90.30.0005).
2. $500,000 from the Wet Well Cleaning & Restoration Project (90.30.0006).
3. $298,645 from the Sewer Easements and Right-of-Way Project (90.30.0012).
Recommended Action: Appropriate $245,280 from the available fund balance within the Water Fund to the Emergency Water System Repairs capital project (90.40.0001) to complete emergency water main repairs in the 7700 block of East Mercer Way.
Recommended Action: Appropriate $20,000 from the Water Fund and $20,000 from the Sewer Fund unassigned fund balance to update connection charges for the water and sewer utility systems.

Recommended Action: Authorize Mayor Nice to sign the AWC Letter to Governor Ferguson in support of AWC’s budget request for a collaborative process to gather all affected parties on the proposed wastewater nutrient regulations to work together towards an outcome that is protective of Puget Sound and financially sustainable for ratepayers and residents.
