Recommended Action: Approve the September 10, 2026 Payroll Certification in the amount of $1,016,390.42 and authorize the Mayor to sign the certification on behalf of the entire City Council.
Recommended Action: Approve the September 25, 2026 Payroll Certification in the amount of $1,048,477.54 and authorize the Mayor to sign the certification on behalf of the entire City Council.
Recommended Action: Approve the City Council Regular Hybrid Meeting Minutes of September 15, 2026.

Recommended Action: Award Phase 2 of the PRV Station Replacements project to Fury Site Works Inc.; authorize the City Manager to execute a contract with Fury Site Works Inc. – a Washington-based corporation – in an amount not to exceed $1,732,213; and set the total project budget at $2,148,356.
Recommended Action: Accept the additional one-time donation of $95,852 from the Mercer Island Youth and Family Services Foundation to hire a 0.6 FTE High School Counselor for the 2026-2027 school year and authorize the City Manager to sign the Funding Acceptance Agreement memorializing the donation.
Recommended Action: Authorize the City Manager to accept a grant awarded in the amount of $2,138,299 from the Washington State Criminal Justice Training Commission to support public safety initiatives within Mercer Island, execute the grant agreement, and accept all grant renewals as required.
REGULAR BUSINESS
Recommended Action: Receive the 2027-2028 Preliminary Biennial Budget available at and provide feedback on the 2027-2032 CIP (see pages E-1 to E-132). No additional action required.
