CONSENT AGENDA

• 1.AB 6955: June 25, 2026 Payroll Certification

  Recommended Action: Approve the June 25, 2026 Payroll Certification in the amount of $1,017,893.95 and authorize the Mayor to sign the certification on behalf of the entire City Council.

• 2.AB 6956: Certification for Claims Paid May 31, 2026 through June 15, 2026

  Recommended Action: Approve the May 31, 2026 through June 15, 2026 Accounts Payable Certification of Claims in the amount of $2,597,854.59 and authorize the Mayor to sign the certification on behalf of the entire City Council.

• 3.City Council Regular Hybrid Meeting Minutes of June 16, 2026

  Recommended Action: Approve the City Council Regular Hybrid Meeting Minutes of June 16, 2026.

• 4.AB 6957: Parks and Recreation Month, Proclamation No. 392

  Recommended Action: Approve Proclamation No. 392 proclaiming July 2026 as Parks and Recreation Month on Mercer Island.

• 5.AB 6958: Resolution authorizing a grant application to be submitted for the Washington Wildlife and Recreation Program for the Deane’s Children’s Park Phase I Improvements (Resolution No. 1697)

  Recommended Action: 
  1. Adopt Resolution No. 1697 authorizing the application for grant funds in the amount of $500,000 from the Washington State Wildlife and Recreation Program, subject to conditions described in Resolution No. 1697 for the Deane’s Children’s Park Phase I Improvements project.

  2. Authorize the City Manager to execute all necessary documents to apply for the grant and accept the grant and conditions of the grant, if awarded.

• 6.AB 6959: Sound Cities Association 2027 Solid Waste Rate Response Letter

  Recommended Action: Direct the City Council liaison to the Sound Cities Association Public Issues Committee, Councilmember Weiker, to support the SCA Solid Waste Rates Response Letter (Exhibit 1) and take action on behalf of the City Council on any proposed amendments. 

• 7.AB 6962: Fee Schedule Amendment – Establishing an Affordable Housing Fee in Lieu Rate

  Recommended Action: Approve Resolution No. 1698 amending the Fee Schedule to add an Affordable Housing Fee in Lieu rate.

EXECUTIVE SESSION

• 8.Pending or Potential Litigation
  Executive Session to discuss with legal counsel pending or potential litigation pursuant to RCW 42.30.110(1)(i) 

  Real Estate Acquisition
  Executive Session to consider the selection of a site or the acquisition of real estate by lease or purchase when public knowledge regarding such consideration would cause a likelihood of increased price pursuant to RCW 42.30.110(1)(b)

• 9.AB 6960: GMA Compliance – Comprehensive Plan Amendments (First Reading, Ord. No. 26-09)

  Recommended Action: Schedule Ordinance No. 26-09 for second reading on July 21, 2026.

• 10.AB 6961: GMA Compliance – Title 19 MICC Amendments (First Reading, Ord. No. 26C-10)

  Recommended Action: 
  1. Direct staff to amend the development code to group transitional and permanent supportive housing together to address the comments provided by the Department of Commerce in the June 23, 2026, letter to the City of Mercer Island. 

  2. Schedule Ordinance No. 26C-10 for second reading on July 21, 2026.
