CONSENT AGENDA

• 3.AB 7011: October 9, 2026 Payroll Certification

  Recommended Action: Approve the October 9, 2026 Payroll Certification in the amount of $1,036,631.71 and authorize the Mayor to sign the certification on behalf of the entire City Council.

• 4.City Council Regular Hybrid Meeting Minutes of October 6, 2026

  Recommended Action: Approve the City Council Regular Hybrid Meeting Minutes of October 6, 2026.

• 5.AB 7012: Certification for Claims Paid September 16, 2026 through September 30, 2026

  Recommended Action: Approve the September 16, 2026 through September 30, 2026 Accounts Payable Certification of Claims in the amount of $1,831,151.59 and authorize the Mayor to sign the certification on behalf of the entire City Council.

• 6.AB 7013: Approval of the 2027-2028 ARCH Administrative Budget and Work Program

  Recommended Action: Approve the ARCH 2027-2028 Administrative Budget and Work Program, including Mercer Island’s contributions of $103,925 in 2027 and $109,334 in 2028.

REGULAR BUSINESS

• 7.AB 7015: Public Hearing 2027–2028 Preliminary Biennial Budget and Review: Operating Budget and Work Plan - Packet Materials added October 15, 2026

  Recommended Action: 
  1. Receive the 2027-2028 Preliminary Biennial Budget available at , conduct a Public Hearing on 2027-2028 Preliminary Budget, and provide feedback on the Operating Budget (pages D-1 through D-29 of Exhibit 1) and the 2027-2028 Work Plan (pages A-19 through A-24 of Exhibit 1).

  2. Move to authorize the Ad-Hoc Finance Committee to work with City staff to review Eastside Fire & Rescue's proposed 2027–2028 contract costs, including personnel costs, overtime costs, and administrative fees, and report back to the City Council on November 17, 2026, with findings and a recommended budget approach for 2027–2028.

• 8.AB 7016: Animal Control Code Update (Ordinance No. 26C-15, First Reading)

  Recommended Action: Schedule Ordinance No. 26C-15 for second reading and adoption on November 3, 2026.

• 9.AB 7019: Planning Commission Restructure (Ordinance No. 26C-16, First Reading)

  Recommended Action: Schedule Ordinance No. 26C-16 for second reading and adoption on November 3, 2026.
