Motion made to approve the October 8, 2024 meeting minutes made by Covert, seconded by Roberts.
MEETING OPEN TO THE PUBLIC
None present at the beginning of the meeting. Resident Margene Scott stopped into our meeting at 3:24 p.m. and wanted to remind everyone about random acts of kindness week.
REPORTS
Chief's Report
Staffing updates: We are currently one employee short of full staff for our dispatchers. We are budgeted for 10 and we currently have 9 and 1 in the background process. We are fully staffed for police officers now. We are in the middle of a command restructure because everyone is now going to 12 hours shifts. We have 8 road patrol sergeants and 2 road patrol lieutenants. We will be moving a Lieutenant into the administration office who will oversee the accreditation, fleet maintenance, records bureau and many other tasks.
Co-Responder program update: The co-responder program is off to a fantastic start. In the 1st quarter, from October 1 – December 31, the City of Madison Heights had 92 referrals and a total of 300 referrals among all 4 communities.
Re-Accreditation update: We just got re-accredited through the state of Michigan. We have maintained our accreditation status, and we will go through the re-accredited process every 3 years.
School Resource Officer update: We have been in talks with Lamphere School District about getting a second school resource officer assigned to Page Middle School. The current and new school resource officer will work together to cover all the schools in the district. We will be working on an MOU to get the new officer started for the 2025 – 2026 school year. Lamphere will pay 60% of the officer’s wages and benefits and the city will pay the other 40%.
Human Trafficking Task Force update: Oakland County and Southfield Police department have assigned a full time Sergeant and a police officer to work along with our SIU staff on the Human Trafficking Task Force. We now have a 4-person unit working Human Trafficking. We are waiting for more agencies to join the task force.
Council Report
Councilman Fleming said that the only thing reportable is that the city of Madison Heights is not a sanctuary city. There have been some comments made by residents and a resident attended the City Council meeting and asked what our stance was on illegal immigrants. We, as a City, will be abiding by the law for illegal immigrants. The Chief stated that the stance that the PD has is, we will not obstruct ICE and we are not going to assist ICE. If we arrest or encounter someone who has a detainer through ICE, the PD will contact ICE and they will make a determination if they want to pick this person up. If they asked for a temporary spot to use at our PD, we would assist them like we would any other agency.
UNFINISHED BUSINESS
The board added a Crime Prevention social media post to their 2025 workplan to complete the 2025 workplan.
NEW BUSINESS
The board members that were present at this meeting signed the handbook sign off sheet.
Addition to meeting: Councilman Fleming suggested to purchase emergency contact magnets to hand out to the community. The magnet would include the non emergency phone numbers for the PD, FD, 211, 988 and poison control. He spoke with our City Manager and he will look into a CAB Foundation grant to cover the cost of the magnets. The magnets could be handed out at the Bike Rodeo, the Fire Station open house, Festival in the Park, the Memorial Day parade and any other community events that are held. The magnets will be sponsored by the City, PD & Crime Commission.
