HOW TO PROVIDE PUBLIC COMMENT:

During the Meeting: Typically, you will have 3 minutes to make your public comment, however, the board president may shorten the amount of time for public comment due to a large number of attendees. Furthermore, pursuant to Government Code, section 54954.2 (the Brown Act), the Board may not take action or discuss any item that does not appear on the agenda.

-- In-Person Attendee: Fill out a speaker card and provide to the board secretary. List the number/letter (ex: 6a) of the agenda item(s), for which you would like to provide a comment. Once you’re called, proceed to the lectern to make your comment.

-- Remote Attendee: Use the “raise hand” button on the bottom of the Zoom screen. If you are joining by phone and would like to comment, press *9. The board secretary will use the last four digits of your phone number to call on you (dial *6 to mute/unmute).

In Advance of the Meeting: Submit your comments by email in advance of the meeting to boardcomment@marinwater.org. To ensure that your comment is provided to the Board of Directors prior to the meeting, please email your comment 24 hours in advance of the meeting start time. Comments received after this cut off time will be sent to the Board after the meeting. Please do not include personal information in your comment such as phone numbers and home addresses.

    RECOMMENDATION:   Accept the minutes of the Board of Directors’ meetings held on July 21 and July 28, 2026

  2. b.General Manager's Report July 2026

    RECOMMENDATION:   Approve Report

  3. c.Agreement with Stonecourt 365 Holdings, Inc for Remote Data Center Co-Locations Services

    RECOMMENDATION:   Approve an agreement with Stonecourt 365 Holdings, Inc. for remote data center co-location services through July 31, 2027, for a total amount not to exceed $60,000 and authorize the General Manager to execute the agreement

7.Regular Items (5:25 p.m. – Time Approximate)

  1. a.Appointment of General Manager and Approval of New At-Will Employment Agreement, and Amendment of Existing At-Will Employment Agreement

    RECOMMENDATION:   Appoint Shaun Horne as the District’s General Manager and approve the General Manager’s At-Will employment Agreement, and Approve the Fourth Amendment of the At-Will Employment Agreement of Bennett Horenstein

  2. b.FY2026 Water Efficiency Year End Review

    RECOMMENDATION:   Receive staff update on the Water Efficiency Master Plan

  3. c.Nicasio Vegetation Management 2026 Project

    RECOMMENDATION:   Approve Nicasio Vegetation Management 2026 Project and authorize the anticipated budget not to exceed $1,054,760, which includes a 35% ($273,456) contingency; and Approve the use of the Capital Reserve to increase budget appropriations in the Capital Fund by $1,054,760 for this project

  4. d.Amendment No. 2 to Professional Services Agreement with Environmental Science Associates (ESA) for the Nicasio Hydrology Study

    RECOMMENDATION:   Approve Amendment No. 2 to the Professional Services Agreement No. 6494 with ESA to provide environmental analysis for the long-term maintenance plan and to provide support for integrating the long-term maintenance plan into the Atmospheric River Capture project description for an additional amount not to exceed $578,732 and authorize the General Manager to execute the contract amendment; and Approve the use of the Capital Reserve to increase budget appropriations in the Water Resources Administration program by $578,732
