RECOMMENDATION: Receive the Monthly Financial and Investment Reports for November 2025
RECOMMENDATION: Authorize the Town Manager to execute a Third Amendment to the Agreement for Services with OpenGov, Inc. for Enterprise Asset Management Services and Procurement Suite Services, renewable annually, for an amount not to exceed $401,214.79.
RECOMMENDATION: Accept the 2025 Annual Street Repair and Resurfacing Project (4118110, 4818110; CIP 811-9901); authorize the Town Manager to execute a Notice of Completion; and direct staff to record the Notice of Completion
RECOMMENDATION: Receive the Fiscal Year 2024-25 AB 1600 Annual Report on Receipt and Use of Development Impact Fees.
RECOMMENDATION: Authorize the Town Manager to execute a first amendment to an agreement with HouseKeys for administration of the Town’s Below Market Price Affordable Housing Program (BMP Program) to extend the contract to June 30, 2026.
RECOMMENDATION: Authorize the Town Manager to execute a third amendment to the contract for legal services with the law firm of Atchison, Barisone & Condotti to extend the term and increase the contract amount by $50,000 in an amount not to exceed $300,000 until June 30, 2026.
RECOMMENDATION: Authorize revenue and expenditure budget adjustments totaling $196,200.07 to reflect FY 2025-26 COPS/SLESF additional grant funding from Monte Sereno; authorize revenue and expenditure budget adjustments totaling $251,426.95 to reflect prior year unspent overages received by the Town of Los Gatos; and authorize the Town Manager to execute an agreement in substantially the form prepared with Assure MSP, Inc. to Install, Configure, Provide the Verkada Camara System and Cloud-Management System Under the California Multiple Award Schedule with a Total Project Amount Not to exceed $215,000.
Staff recommends that the Council adopt a resolution to authorize investment monies in the Local Agency Investment Fund and rescind Resolution 2022-049.
RECOMMENDATION:
Authorize the Town Manager to execute a third amendment with Chavan & Associates, LLP. to extend the contract for one year, update the scope of the original agreement, and increase the compensation by $59,000 for a total agreement amount not to exceed $248,000.
Adopt a resolution to ratify Town staff’s emergency purchasing actions; grant the Town Manager the authority to execute an Agreement for Services in substantially the form prepared, as necessary to complete flood remediation and restoration work with Sharjo, LLC in an amount not to exceed $300,000; and authorize an expenditure budget adjustment in the amount of $300,000 to the Annual Unanticipated Repairs Project (CIP No. 811-9904; 4118151) funded from the General Fund unassigned fund balance.
VERBAL COMMUNICATIONS (Members of the public are welcome to address the Town Council on any matter that is not listed on the agenda and is within the subject matter jurisdiction of the Town Council. The law generally prohibits the Town Council from discussing or taking action on such items. However, the Council may instruct staff accordingly. To ensure all agenda items are heard, this portion of the agenda is limited to 30 minutes. In the event additional speakers were not heard during the initial Verbal Communications portion of the agenda, an additional Verbal Communications will be opened prior to adjournment. Each speaker is limited to no more than three (3) minutes or such time as authorized by the Mayor.)

RECOMMENDATION: Adopt the revised Town Agenda Format and Rules Policy 2-01
RECOMMENDATION:
Adopt the draft License Agreements for Encroachments for Private Use of Public Property Policy, to establish clear, consistent procedures for permitting, licensing, inspection, enforcement, and revocation of private encroachments within the public right-of-way (ROW) and on Town-owned property.
RECOMMENDATION: Receive the bi-annual update from the Los Gatos-Monte Sereno Police Department (LGMSPD) outlining staffing, training, operations, community engagement, and strategic efforts from July 1 through December 31, 2025, while also highlighting the workload, impact, and preparation underway for major regional events in 2026
RECOMMENDATION: Staff recommends that the Town Council consider:
1. Authorizing the Town Manager, or designee, to pursue special legislative authorization from the State Legislature in the 2026 session to exempt Los Gatos from the statewide 2 percent combined district sales tax cap, preserving the Town's legal ability to place a general transactions and use (sales) tax measure on the November 2026 ballot.
2. Authorizing the Town Manager, or designee, to engage specialized professional consultants to facilitate special legislative authority to preserve the option for a transactions and use tax and to engage other such professionals to properly inform the Town Council regarding a possible revenue measure not limited to a transaction and use tax for work up to and including potential action related to that specific measure.
3. Allocate $80,000 from the General Fund unassigned fund balance for professional services to continue work related to a possible revenue measure that the Town Council may consider for the November 2026 election.
COUNCIL / MANAGER MATTERS
RECOMMENDATION: Mayor requests that the Town Council consider whether to support directing staff to evaluate the feasibility of strategically painting red curbs at select intersections, consistent with California’s Daylighting Law, to enhance visibility and safety as part of normal operations.
