RECOMMENDATION: Approve the Minutes of the October 21, 2025, Joint Town Council and Planning Commission Special Meeting.

RECOMMENDATION: Authorize the Town Manager to Execute a Third Amendment to the Agreement for Services with Brightview Tree Care Services, Inc. (Attachment 1) to reduce the Fiscal Year 2025-26 amount to $161,115 and the total five-year contract not to exceed an amount to $1,076,115.
RECOMMENDATION: Accept the Shannon Pedestrian and Bikeway Improvement Project (CIP No. 18-813-0218, Federal Project No. CML-5067(024)) and authorize the Town Manager to execute a Notice of Completion; and direct staff to record the Notice of Completion.
Ordinance Title: An Ordinance of the Town Council of the Town of Los Gatos Amending the Town Code to Repeal Town Code Chapter 29, Article IX, “Floodplain Management,” and Replace it with a New Chapter 29, Article IX, “Floodplain Management,” in its Entirety, Including Adoption of Updated Flood Hazard Maps.
RECOMMENDATION: Adopt an ordinance of the Town Council of the Town of Los Gatos repealing Town Code Chapter 29, Article IX, “Floodplain Management,” in its entirety and replacing it with a new Chapter 29, Article IX, “Floodplain Management,” including the updated Flood Hazard Maps.
RECOMMENDATION: Approve modifications to the Town’s General Fund Reserve Policy as recommended by the Finance Commission and redlined in Attachment 1.
RECOMMENDATION: Authorize the Town Manager to execute a second amendment to the Agreement for Services with OpenGov, Inc. (Attachment 1), revising the Scope of Work at no additional cost.
RECOMMENDATION: Accept grant funding from the Town’s Citizens Option for Public Safety/Supplemental Law Enforcement Services Fund (COPS/SLESF) and authorize revenue and expenditure budget adjustments in the amount of $11,850 to reflect a decrease in FY 2025-26 COPS SLESF Grant Program funding revenue received from the City of Monte Sereno.
VERBAL COMMUNICATIONS (Members of the public are welcome to address the Town Council on any matter that is not listed on the agenda and is within the subject matter jurisdiction of the Town Council. The law generally prohibits the Town Council from discussing or taking action on such items. However, the Council may instruct staff accordingly. To ensure all agenda items are heard, this portion of the agenda is limited to 30 minutes. In the event additional speakers were not heard during the initial Verbal Communications portion of the agenda, an additional Verbal Communications will be opened prior to adjournment. Each speaker is limited to no more than three (3) minutes or such time as authorized by the Mayor.)

Ordinance Titles: An Ordinance of the Town Council of the Town of Los Gatos Repealing Chapter 6, “Building Regulations,” and Chapter 9, “Fire Prevention and Protection,” and Replacing Them with a New Chapter 6, “Building Codes and Regulations,” that Includes the New 2025 California Building, Fire, and Reach Codes, as Amended; or
An Ordinance of the Town Council of the Town of Los Gatos Repealing Chapter 6, “Building Regulations,” and Chapter 9, “Fire Prevention and Protection,” and Replacing Them with a New Chapter 6, “Building Codes and Regulations,” that Includes the New 2025 California Building and Fire Codes as Amended. Amendments Include Updated Fire Safety Requirements in Wildland Urban Interface Areas for New, Renovated, or Repaired Structures.
RECOMMENDATION: Adopt a Resolution to Confirm the Town’s Policy in Support of Greenhouse Gas Reduction (Attachment 1) and Introduce an Ordinance (Attachment 2), by title only, repealing Chapter 6, Building Regulations, and Chapter 9, Fire Prevention and Protection, of the Town of Los Gatos Municipal Code, and replace them with a new Chapter 6, Building Codes and Regulations, that includes the new 2025 California Building, Fire, and Reach Codes as amended. Alternatively, introduce an Ordinance without the Reach Codes (Attachment 4). Amendments include updated fire safety requirements in Wildland Urban Interface (WUI) areas for new, renovated, or repaired structures, as well as potential Reach Codes affecting air conditioning replacement and electrical readiness in renovations/alterations.
Ordinance Title: An Ordinance of the Town Council of the Town of Los Gatos Amending the Zoning from O (Office) to R-1:8 (Single-Family Residential, Minimum Lot Size of 8,000 Square Feet) for Property Located at 14331 Capri Drive.
RECOMMENDATION: Accept the Planning Commission’s recommendation and introduce an Ordinance effecting a Zone Change from O (Office) to R-1:8 (Single-Family Residential, minimum lot size of 8,000 square feet), and adopt a Resolution approving an Architecture and Site application to demolish an existing single-family residence and construct a new single-family residence with site improvements requiring a grading permit on property located at 14331 Capri Drive.
OTHER BUSINESS (Up to three minutes may be allotted to each speaker on any of the following items.)
RECOMMENDATION: Authorize the Town Manager to execute and negotiate a 10-year agreement with Axon Enterprise, Inc. for the Axon Integrated Safety and Law Enforcement (ISLE) 10+ program, encompassing body-worn cameras, fleet cameras, Tasers, real-time crime center integration, drone technology, Axon Standards, and Axon VR training for a total amount not to exceed $2,791,568; and authorize revenue and expenditure budget adjustments in the amount of $26,820 to reflect increased donation revenue received from the Police Foundation and the corresponding expenditures associated with the Axon agreement.
RECOMMENDATION: Receive the informational report summarizing the Los Gatos-Monte Sereno Police Department’s (LGMSPD) local, regional, and statewide efforts and alignment in addressing electric bicycle (e-bike) safety, including education, enforcement, legislative awareness, and partnership collaboration. No Council action is requested.
