CONSENT ITEMS (Consent Items are considered routine Town business and may be approved by one motion. Any member of the Council may remove an item from the Consent Items for comment and action. Members of the public may provide input on any or multiple Consent Item(s) when the Mayor asks for public comments on the Consent Items. If you wish to comment, please follow the Participation Instructions located at the end of this agenda. If an item is removed, the Mayor has the sole discretion to determine when the item will be heard. Each speaker is limited to no more than three (3) minutes or such time as authorized by the Mayor.)
RECOMMENDATION: Approve the Minutes of the May 5, 2026, Closed Session Town Council Meeting.

RECOMMENDATION: Receive the Monthly Financial and Investment Reports for March 2026.
RECOMMENDATION: Authorize the Town Manager to accept the donation of an Automated External Defibrillator (AED) and an outdoor SaveStation® cabinet from the Kyle J. Taylor Foundation and authorize the Town Manager to sign the acknowledgement form provided by the donor (Attachment 1).
RECOMMENDATION: Authorize the Town Manager to execute a five-year Agreement for Services with Specialized Elevator Corp., dba San Francisco Elevator Services LLC, with a base year not-to-exceed amount of $65,364 for FY 2026-27 and subsequent annual adjustments based on the Consumer Price Index (CPI).
RECOMMENDATION: Staff recommends that the Town Council take the following actions regarding the 2026 Street Repair and Resurfacing Project (4818155, CIP No. 811-9901):
a. Authorize the Town Manager to execute a Construction Contract with O’Grady Paving Inc. in the amount of $2,144,229.70, with authority to approve construction change orders in an amount not to exceed $214,422.97 (10% contingency);
b. Authorize the Town Manager to execute an Agreement for Professional Services with Ninyo and Moore for Materials Testing Services for a total agreement in an amount not to exceed $27,290.00;
c. Approve the project construction plans and specifications per Government Code 830.6 (Design Immunity);
d. Find the project Categorically Exempt under Section 15301(c) of the California Environmental Quality Act.
RECOMMENDATION: Staff recommends that Town Council take the following actions to support future construction of the Highway 17 Bicycle and Pedestrian Overcrossing Project (4218510-82405, CIP No. 818-0803):
a. Authorize the Town Manager to sign and submit a grant application for Active Transportation Program Cycle 8 (ATP8) for up to $19,953,925 in construction funding through the Statewide and Regional components of that program; and
b. Authorize the Town Manager to sign and submit a grant application for up to $19,953,925 to the One Bay Area Grant Cycle 4 (OBAG4) program.
RECOMMENDATION: Adopt a resolution adopting a list of projects for Fiscal Year 2026-27 funded by State Senate Bill 1, the Road Repair and Accountability Act of 2017.
RECOMMENDATION: Authorize the Town Manager to execute a five-year agreement with HouseKeys, Inc. for administration of the Town’s Below Market Price Affordable Housing Program for the period of July 1, 2026, through June 30, 2031, in an amount not to exceed $750,000, subject to approval as to form by the Town Attorney.
RECOMMENDATION: Authorize the Town Manager to execute an agreement with W. Jeffrey Heid, Landscape Architect, to provide landscape Architecture consultant services to the Town.
RECOMMENDATION: Authorize the Town Manager to execute a second amendment to the agreement for services with Lisa Wise, Inc., extending their agreement to June 30, 2027, at no additional cost.
RECOMMENDATION: Authorize the Town Manager to execute an agreement with Tesla, Inc. to continue receiving Town revenues (4118011-45333) for Tesla’s operation of 20 charging stalls using 26 parking spaces in the Town of Los Gatos Northside Parking Lot for a ten-year period with one five-year renewal period at the rate of $8,616 per month, subject to five percent annual escalation.
RECOMMENDATION: Authorize the Town Manager to execute an agreement with Kaiser Permanente On-the-Job to continue to provide pre-employment medical screening services retroactive to August 1, 2025, with automatic annual renewals every 12 months.
RECOMMENDATION: Authorize the Town Manager to execute an agreement with The Advantage Group to continue to administer retiree health contribution reimbursements retroactive to February 1, 2026, with automatic renewals every 12 months.
VERBAL COMMUNICATIONS (Members of the public are welcome to address the Town Council on any matter that is not listed on the agenda and is within the subject matter jurisdiction of the Town Council. The law generally prohibits the Town Council from discussing or taking action on such items. However, the Council may instruct staff accordingly. Town resources may not be used to facilitate audio or visual presentations. To ensure all agenda items are heard, this portion of the agenda is limited to 30 minutes. In the event additional speakers were not heard during the initial Verbal Communications portion of the agenda, an additional Verbal Communications will be opened prior to adjournment. Each speaker is limited to no more than three (3) minutes or such time as authorized by the Mayor.)
PUBLIC HEARINGS (Presentations during the Public Hearings portion of the agenda by appellants and applicants, including any expert or consultant assisting with the presentation, shall be limited to a total of no more than five (5) minutes for all speakers. Appellants and applicants shall be provided no more than three (3) minutes to rebut at the end of the public hearing. Visual presentations that require the use of staff resources shall be limited to appellants and applicants. Members of the public testifying at public hearings shall be limited to no more than three (3) minutes, or such time as authorized by the Mayor.)
RECOMMENDATION: Accept the report regarding the status of the Town's vacancies, recruitments, and retention efforts pursuant to Assembly Bill (AB) 2561.
RECOMMENDATION: Conduct a Public Hearing on the Town of Los Gatos Proposed Operating and Capital Budget for Fiscal Year 2026-27 and on the Proposed Capital Improvement Program for FY 2026-27 – FY 2030-31; Provide direction and recommendations on any changes for the final budget; Provide direction on Finance Commission recommendations; and Approve the FY 2026-27 List of Potential Donations Consistent with the Town’s Donation Policy.
OTHER BUSINESS (Each speaker is limited to no more than three (3) minutes or such time as authorized by the Mayor.)
RECOMMENDATION: Staff recommends that the Town Council receive this report, discuss the potential provision of law enforcement services to the City of Saratoga through the Los Gatos-Monte Sereno Police Department, and provide direction to the Town Manager. The Council may direct the Town Manager to take one of the following actions:
a. Continue discussions and negotiations with the City of Saratoga regarding a potential law c. enforcement services agreement and return to the Town Council with a proposed agreement for consideration at a future public meeting;
b. Cease discussions and negotiations with the City of Saratoga regarding a potential law enforcement services agreement; or
c. Provide other directions to staff.
