CONSENT ITEMS (Consent Items are considered routine Town business and may be approved by one motion. Any member of the Council may remove an item from the Consent Items for comment and action. RECOMMENDATION: Approve the Minutes of the September 1, 2026, Closed Session Town Council Meeting.

RECOMMENDATION: Authorize the Town Manager to Execute a Second Amendment to the Agreement for Services with Frank and Grossman Landscape Contractors, Inc. to increase the Fiscal Year 2026-27 Compensation by $5,860.35 to reflect a 3% CPI increase and to add CPI increases to future years.
RECOMMENDATION: Approve a First Amendment to the Agreement for Services with Air Systems Inc. to retroactively increase Fiscal Year 2025-26 compensation by $4,122 for services already performed, increase the total year two compensation to $108,442, authorize payment of properly documented invoices within the amended contract amount, and authorize the Town Manager to execute the amendment.
RECOMMENDATION: Authorize the Town Manager to execute a pass-through professional services agreement with Ghirardelli Associates, Inc., effective upon execution and through June 30, 2031, to support the Parks and Public Works Department land development application reviews and associated inspections in an amount not to exceed $1,000,000.

RECOMMENDATION: Authorize the Town Manager to execute a first amendment to the Agreement for Consultant Services with CSG Consultants, Inc. (“CSG”) to extend the period of performance to June 30, 2030 and increase the not-to-exceed value to $1,000,000.
RECOMMENDATION: Adopt a resolution rescinding Resolution 2024-046 and amending the appendices to the Town Conflict of Interest Code, Section 2.30.610.
RECOMMENDATION: Approve the Accounts Payable Check Registers dated August 28, 2026, and September 4, 2026, and ratify and approve the Payroll Report dated September 4, 2026.
RECOMMENDATION: Authorize the Town Manager to execute a Fifth Amendment to the Agreement for Consultant Services with AMS Electric LLC (dba Prime Electric LLC) to extend the term and time of performance through January 29, 2027, for the Library Battery Power Supply Project (4118721, 4218721; CIP 821-2505).
VERBAL COMMUNICATIONS (Members of the public are welcome to address the Town Council on any matter that is not listed on the agenda and is within the subject matter jurisdiction of the Town Council. The law generally prohibits the Town Council from discussing or taking action on such items. However, the Council may instruct staff accordingly. Town resources may not be used to facilitate audio or visual presentations. To ensure all agenda items are heard, this portion of the agenda is limited to 30 minutes. RECOMMENDATION:
a. Receive and accept the Meliora Public Safety Consulting Transition Study for Police Services in the City of Saratoga and the independent review of the Police Services Cost Model performed by Matrix Consulting Group.
b. Approve the proposed regional law enforcement services partnership framework and the financial basis including an initial annual Base Rate of $9,392,000 for ongoing services and an estimated annual startup cost recovery installment of $337,000, for an annualized total of $9,729,000 before applicable simple interest and other authorized charges.
c. Adopt a resolution receiving and accepting the Saratoga police services transition study and independent cost review; approving the proposed regional law enforcement services partnership framework and FY 2027-28 contract financial basis; approving the agreement for law enforcement services in substantial form; and authorizing continued discussions with the City of Saratoga regarding a potential regional law enforcement services partnership.
d. Authorize the Town Manager, in consultation with the Chief of Police and Town Attorney, to continue discussions and negotiations with the City of Saratoga regarding the proposed regional law enforcement services partnership and Agreement, and to return to the Town Council for consideration of final approval and authorization to execute the Agreement if and when Saratoga, following its public review and consideration process, requests that Los Gatos proceed with final consideration.
