RECOMMENDATION: Approve the Minutes of the February 3, 2026, Boards and Commissions Interviews.

RECOMMENDATION: Receive the Monthly Financial and Investment Reports for December 2025.
RECOMMENDATION: Authorize the Town Manager to execute an agreement for services with Schaaf & Wheeler in an amount not to exceed $147,060 for the assessment of drainage on Loma Street (CIP No. 816-0421, 4618311).
RECOMMENDATION: Authorize the Town Manager to execute the First Amendment to the Agreement for Services with Universal Site Services to amend the scope of services and increase the total agreement base amount by $2,056.76 for a total base amount of $217,026.66.
Ordinance Title: An Ordinance of the Town Council of The Town of Los Gatos Amending Article X, “Special Events,” of Chapter 14, “Licenses and Miscellaneous Business Regulations,” of the Town Of Los Gatos Town Code to Establish an Entertainment Zone Pursuant to SB 969
RECOMMENDATION: Adopt an Ordinance of the Town Council amending the Town’s Special Events Regulations in Chapter 14 to establish an Entertainment Zone, pursuant to State Law, allowing outdoor consumption of alcoholic beverages during permitted events.
RECOMMENDATION: Authorize the Town Manager to execute a second amendment to the agreement for services for Water Fountain Maintenance and Repair with Pacific Water Art, Inc., to increase the agreement amount by $25,397 for a total not to exceed amount of $102,853.
RECOMMENDATION: Approve the 2026 work plan recommended by the Town’s Parks and Sustainability Commission.
RECOMMENDATION: Approve the 2026 work plan recommended by the Town Council Policy Committee work plan.
VERBAL COMMUNICATIONS (Members of the public are welcome to address the Town Council on any matter that is not listed on the agenda and is within the subject matter jurisdiction of the Town Council. The law generally prohibits the Town Council from discussing or taking action on such items. However, the Council may instruct staff accordingly. Town resources may not be used to facilitate audio or visual presentations. To ensure all agenda items are heard, this portion of the agenda is limited to 30 minutes. In the event additional speakers were not heard during the initial Verbal Communications portion of the agenda, an additional Verbal Communications will be opened prior to adjournment. Each speaker is limited to no more than three (3) minutes or such time as authorized by the Mayor.)
PUBLIC HEARINGS (Presentations during the Public Hearings portion of the agenda by appellants and applicants, including any expert or consultant assisting with the presentation, shall be limited to a total of no more than five (5) minutes for all speakers. Appellants and applicants shall be provided no more than three (3) minutes to rebut at the end of the public hearing. Visual presentations that require the use of staff resources shall be limited to appellants and applicants. Members of the public testifying at public hearings shall be limited to no more than three (3) minutes, or such time as authorized by the Mayor.)
Ordinance Titles: An Ordinance of the Town Council of the Town of Los Gatos repealing and replacing Planned Development Ordinance 2281 establishing development standards and allowable uses for lots within the Planned Development Overlay zone for property located at 16100 Greenridge Terrace (APN: 527-12-002).
An Ordinance of the Town Council of the Town of Los Gatos amending the Zoning Code effecting a zone change from HR-2½:PD (Hillside Residential, two and one-half to 10 acres for each dwelling unit, Planned Development) to HR-1 (Hillside Residential, one to five acres for each dwelling unit) for a portion of property located at 16084 Greenridge Terrace.
RECOMMENDATION: Accept the Planning Commission’s recommendation and introduce an Ordinance repealing and replacing Planned Development Ordinance 2281 to allow for two Lot Line Adjustments between three properties and a zone change on a portion of land from
HR-2½:PD to HR-1; introduce an Ordinance effecting a zone change from HR-2½:PD to HR-1 for a portion of land; and adopt a Resolution approving two Lot Line Adjustments between three properties located at 16300 and 16084 Greenridge Terrace and 240 La Terra Court.
OTHER BUSINESS (Each speaker is limited to no more than three (3) minutes or such time as authorized by the Mayor.)
RECOMMENDATION: Adopt amendments to Council Policy 5-02 Flag Policy to establish a formal framework permitting the display of commemorative flags as an exercise of government speech, when initiated by a Councilmember and approved by resolution of the Town Council.
RECOMMENDATION: Adopt a Resolution authorizing the display of the Progress Pride Flag at Town Hall during the month of June 2026, consistent with the Town’s amended Flag Policy permitting commemorative flags when initiated and approved by the Town Council by resolution and constituting government speech.
RECOMMENDATION: Staff recommends that the Town Council take the following actions regarding the Mid-Year Budget Performance Report - July 1 - December 31, 2025:
a. Receive the FY 2025-26 Mid-Year Budget Report, including the FY 2025-26 Year End Projections;
b. Authorize budget adjustments of $3,581,888 in estimated revenues and $1,350,141 in increases expenses as recommended in the Mid-Year Budget Report; and
c. Receive the Town Five Year Financial Projection from FY 2026-27 to FY 2030-31.
