  1. 1.Public hearing to receive comments from the public regarding a proposed zoning change for certain properties located on the north side of West Ocean Boulevard/Highway 100, from R-1 Single-Family Residential District to C-2 General Commercial District, generally described as portions of Block 164 and Block 165 of the Fresnos Land & Irrigation Company Subdivision and adjacent unsubdivided tracts identified by Cameron County Property IDs 138155, 138156, 138159, 138164, 138165, 161933, 161936, 161937, 161941, 161943, and 241923.

  2. 2.Public hearing to receive comments from the public on the annexation of a 54.761-Acre Tract of land, more or less, consisting of 1.299 acres out of Block Sixteen (16) and 0.622 acres out of Block Seventeen (17), Thomson Tract Subdivision, out of Share 22 of the Espiritu Santo Grant, as per map or plat thereof recorded in Volume 4, Page 24, Map Records, Cameron County, Texas, and 29.942 acres out of Block One Hundred and Thirty Two (132), 11.580 acres out of Block One Hundred and Thirty Three (133), 3.741 acres out of Block One Hundred and Forty-one (141), 7.577 acres out of Block One Hundred and Forty-two (142) of the Fresnos Land and Irrigation Company’s Subdivision, out of Share 22 of the Espiritu Santo Grant, as per map or plat thereof recorded in Volume 3, Pages 9 and 9A, Map Records, Cameron County, Texas, references to which are here made for all purpose, located on the South side of Stanford Road, approximately 925.0 feet East of Old Alice Road (Highway FM 1575).

  2. 2.Consideration and ACTION to approve the second reading of an ordinance amending Chapter 42 “Traffic and Vehicles,” Article I “In General,” Section 42-3 “Truck Routes Designated; Use Required; Exceptions” of the Code of Ordinances by adding FM 1575 (Old Alice Road) and FM 803 (Olmito North Road) as designated truck routes; and providing for a repealer, severability, penalty, and an effective date.

  3. 3.Consideration and ACTION to approve the Texas Conviction Reporting (TXCR) Interlocal Cooperation Contract between the City of Los Fresnos Municipal Court and the Texas Department of Public Safety.

  4. 4.Consideration and ACTION to approve an agreement for services to provide swimming lessons for the fiscal year 2026-2027.

  5. 5.Consideration and ACTION to excuse the absence of Claudia M. Villarreal from the July 6, 2026 CDC meeting.

F.ACTION ITEMS

  1. 1.Consideration and ACTION to approve the first reading of an ordinance rezoning certain properties located on the north side of West Ocean Boulevard / Highway 100, City of Los Fresnos, Texas, from R-1 Single-Family Residential District to C-2 General Commercial District, as more particularly described in exhibit “A”; amending the official zoning map; providing for publication; and providing an effective date

  2. 2.Consideration and action to approve the first reading of an ordinance annexing hereinafter described territory to the city of los fresnos, Texas, Cameron County and extending the boundary limits of said city so as to include said hereinafter described property within the city limits, and zoning the property amending the official zoning map to reflect the new zoning; and granting to all the inhabitants of said property all the rights and privileges of other citizens and binding said inhabitants by all of the acts, ordinances, resolutions, and regulations of said city; and adopting a service plan.

  3. 3.Consideration and ACTION to approve action taken by the Los Fresnos Community Development Corporation for service agreement for the 2026 Narcisco Martinez Cultural Arts Center Conjunto Festival.

  4. 4.Consideration and ACTION to approve a service agreement for the 2027 Cameron County Fair & Livestock Show.

  5. 5.Consideration and ACTION to approve a service agreement for the October 2026 Cowboy Cook Off.

  6. 6.Consideration and ACTION to approve a service agreement for the February 2027 Los Fresnos Rodeo.

  7. 7.Consideration and action to approve the Phase 1 Shooting Range Shade Canopy Project at the Los Fresnos Police Department Shooting Range and authorize the expenditure of $7,078.05 for labor costs associated with the fabrication and installation of a 30' x 51' steel frame mesh canopy, in partnership with U.S. Customs and Border Protection (CBP), which will fund all project materials

  8. 8.Discussion and review of applications received for upcoming vacancies and current members in the following boards and positions:

  11. 11.Consideration and ACTION to acknowledge the calculations of the City’s nonewrevenue and voterapproval tax rate for tax year 2026 and for fiscal year 20262027.

  12. 12.Consideration and ACTION to propose a tax rate for tax year 2026, take a record vote, if proposed tax rate exceeds the lower of the nonewrevenue or voterapproval, and set dates for public hearings, if necessary.
