    NOTE: Staff recommends the City Council vote to schedule a Special City Council meeting on Thursday, October 30, 2025 beginning at 5:00 pm for the purpose of conducting a Closed Session pursuant to MN Stat. 13D.05, subd. 3(b) (attorney-client privilege) to discuss open litigation related to the Fire Services Contract; and to consider approval of the Joint Powers Agreement for the Shoreline Fire Department and related agreements.
