• 4.PUBLIC HEARING - Approve ORDINANCE NO. 2026-05: AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF LEVY COUNTY, FLORIDA ESTABLISHING A ONE-YEAR MORATORIUM ON DATA CENTERS AND PROVIDING FOR AN EFFECTIVE DATE.

LEVY COUNTY MANAGER – Mary-Ellen Harper, County Manager

• 5.Approve RESOLUTION 2026-56: A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF LEVY COUNTY, FLORIDA, COMMITTING TO  PARTICIPATION IN THE FLORIDA ASSOCIATION OF COUNTIES  TRUST; AUTHORIZING AND DIRECTING EXECUTION AND DELIVERY OF A JOINDER TO THE AGREEMENT AND DECLARATION OF TRUST CREATING AND ESTABLISHING THE FLORIDA ASSOCIATION OF COUNTIES TRUST;  AUTHORIZING AND DIRECTING THE PURCHASE OF LIABILITY COVERAGE; AUTHORIZING AND DIRECTING THE PAYMENT OF AN EXTRAORDINARY LOSS RESERVE CONTRIBUTION; AND PROVIDING AN EFFECTIVE DATE.

• 6.Appoint Mark Warren as the Higher Education Institution Representative to the RESTORE Act Advisory Committee, in accordance with Resolution 2020-001, for a term expiring March 5, 2027.

LEVY COUNTY COMMUNITY SERVICES - Connie Conley, Director

• 7.Approve RESOLUTION NUMBER 2026-52: A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF LEVY COUNTY, FLORIDA, APPROVING A TRANSPORTATION PROVIDER AGREEMENT WITH EPICMD TECHNOLOGIES, LLC, DOING BUSINESS AS ALIVI NEMT NETWORK, FOR THE PROVISION OF NON-EMERGENCY MEDICAL TRANSPORTATION SERVICES; AUTHORIZING THE CHAIR TO EXECUTE THE AGREEMENT; DESIGNATING A COUNTY CONTRACT ADMINISTRATOR; AND PROVIDING AN EFFECTIVE DATE.

LEVY COUNTY EMERGENCY MANAGEMENT – Leatha Keene, Director

• 8.Requesting approval from the Levy County Board of County Commissioners to accept the recommendation from the RFP_2026_6 Selection Committee of the scored and ranked construction manager of the Levy County EOC/911 Center Remodel.

  Approve the agreement for Levy County EOC construction project manager (Pursuant to Request for Proposal NO.  RFP_2026_6) Construction Manager at Risk Contract for the Levy County Emergency Operations Center/911 Center Remodel.

• 9.Approve State-Funded Grant Agreement F0199 between Levy County and the State of Florida, Division of Emergency Management (FDEM) for the Levy County Government Complex Permanent Generators project, and authorize the Chair to execute the agreement and any associated documents necessary to administer the grant. 

• 10.Adopt Resolution No. 2026-55: A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF LEVY COUNTY, FLORIDA, ADOPTING THE LOCAL MITIGATION STRATEGY PLAN; AND PROVIDING AN EFFECTIVE DATE; and  Approve the 2026 Local Mitigation Strategy (LMS) Plan.

LEVY COUNTY FINANCE AND ADMINISTRATION – Kari Bastow, Interim Director

• 11.Approve RESOLUTION 2026-54: A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF LEVY COUNTY, FLORIDA, AUTHORIZING THE EXECUTION AND SUBMISSION OF AN APPLICATION AND SUPPORTING DOCUMENTS FOR THE 2026 FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) GRANT FOR IMPROVEMENTS TO THE SHELL MOUND PUBLIC CAMPGROUND; DESIGNATING A COUNTY PROJECT MANAGER FOR THE GRANT; AND PROVIDING AN EFFECTIVE DATE.

• 12.Approve Subcontract Amendment 102 to original Subcontract PO163 with Lutheran Services Florida, Inc. d/b/a LSF Health Systems for the Fiscal Year 2026-2027 Non-Qualified County (NQC) and Coordinated Opioid Recovery (CORE) Network of Addiction Care programs, and authorize the Chair to execute the amendment and associated Purchase Order Agreement.

• 13.Approve Florida Fish and Wildlife Conservation Commission (FWC) Agreement No. 26045 between the Florida Fish and Wildlife Conservation Commission and Levy County for the Shell Mound Boat Ramp project through the Florida Boating Improvement Program (FBIP), and authorize the Chair to execute the agreement and associated documents.

• 14.Approve Florida Fish and Wildlife Conservation Commission (FWC) Agreement No. 26047 between the Florida Fish and Wildlife Conservation Commission and Levy County for the Fowler’s Bluff Boat Ramp project through the Florida Boating Improvement Program (FBIP), and authorize the Chair to execute the agreement and associated documents.

LEVY COUNTY DEPARTMENT OF PUBLIC SAFETY – Mitch Harrell, Director

• 15.Approve the purchase of a two (2) year maintenance and service agreement for AEDs, CPR devices, and heart monitors in the amount of $106,709.14 from Stryker, to be paid annually ($53,354.57 annually) as quoted under the Sourcewell Contract Solicitation #041823 in accordance with Sec. 2-200(c) of County Code.

• 16.Approve the purchase of a two (2) year maintenance and service agreement for stretchers, power loads, and stair chairs in the amount of $105,115.11 from Stryker, to be paid annually ($52,557.55 annually) as quoted under the Sourcewell Contract Solicitation #041823 in accordance with Sec. 2-200(c) of County Code.

• 17.Ratify the Public Emergency Medical Transportation (PEMT) Letter of Agreement (LOA), authorizing the remittance of Intergovernmental Transfer (IGT) funds to the Agency for Health Care Administration (AHCA) in an amount not to exceed $1.00, upon receipt of an invoice from AHCA. Also, authorize the County Manager to execute an amendment to the LOA specifying the County’s IGT remittance amount for Fiscal Year 2026-2027 upon notification of the required amount by AHCA, provided that the amount does not exceed the amount budgeted for this purpose in the EMS Fiscal Year 2027 budget.

LEVY COUNTY SOLID WASTE DEPARTMENT- Travis Newsome, Assistant Director

• 18.Approve the State of Florida Department of Environmental Protection Agreement No. CW120 between the State of Florida Department of Environmental Protection and Levy County for the Small County Consolidated Solid Waste Management Grant, and authorize the Chair to execute the agreement and associated documents.
