LEVY COUNTY SHERIFF'S OFFICE - Bobby McCallum, Sheriff

• 2.Approve a $1,336,260.00 Florida Department of Law Enforcement State Financial Assistance (SFA) Agreement Law Enforcement Salary Assistance (LESA) Grant Award.

LEVY COUNTY MANAGER – Mary-Ellen Harper, County Manager

• 3.Receive a presentation from Public Risk Management regarding RFP_2026_04 Levy County Property, Casualty & Workers Compensation Insurance.

• 4.Receive a presentation from Florida League of Cities regarding RFP_2026_04 Levy County Property, Casualty & Workers Compensation Insurance.

• 5.Receive a presentation from Risk Management Associates regarding RFP_2026_04 Levy County Property, Casualty & Workers Compensation Insurance.

• 6.Award RFP_2026_04 Levy County Property, Casualty & Workers Compensation Insurance to Florida League of Cities, Inc.

• 7.Approve Resolution Number 2026-31: A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF LEVY COUNTY, FLORIDA, AUTHORIZING WITHDRAWAL FROM THE PUBLIC RISK MANAGEMENT PROPERTY AND CASUALTY INSURANCE POOL; AUTHORIZING THE CHAIR TO EXECUTE ALL NECESSARY DOCUMENTS; AUTHORIZING THE COUNTY MANAGER OR DESIGNEE TO PROVIDE ALL REQUIRED NOTICES; AND PROVIDING FOR AN EFFECTIVE DATE.

• 8.Receive the Third Quarter Fiscal Year Quarterly Report for April 1 – June 30, 2026.

• 9.Approve the agreement between Levy County and the law firm of Constangy, Brooks, Smith & Prophete for the provision of County Attorney Services.

• 10.Authorize the Chair to sign an Engagement Letter with KutakRock to provide Levy County with legal services in support of the Development Department, including Planning and Zoning, Code Enforcement, and the Building Official.

• 11.Approve a noncompetitive procurement pursuant to Section 2-204(b) of the Levy County Code of Ordinances and authorize the County Manager to enter into an agreement with Stuart McElhaney to provide interim Budget Officer consulting services at an hourly rate of $145.00, on an as-needed basis, with compensation limited to actual hours worked. The contractor shall report directly to and be managed by the County Manager.

• 12.Re-appoint Layce Hallman to the Central Florida Community Action Agency Board of Directors for the term October 1, 2026, through September 30, 2027.

LEVY COUNTY DEVELOPMENT – Bernard “Bo” Cox, Building Official

• 13.Receive a presentation about the work of the University of Florida Intern that was recently completed for Levy County. 

• 14.Approve TASK AMENDMENT NO. 2 TO TASK ASSIGNMENT 2025-2 to Locklear & Associates, Inc. for $74,810.00.

LEVY COUNTY COMMUNITY SERVICES - Connie Conley, Director

• 15.Approve the Florida Commission for the Transportation Disadvantaged Trip & Equipment Grant Agreement for $352,687.00 to be used for trip reimbursements.

• 16.Approval to purchase a Toyota Class V Model 5000 lb. Internal Combustion Forklift from Southern States Toyotalift off the Florida Sheriff’s Association Contract FSA23-EQU21.1 Item 136 Cushion Tire Forklift in the amount of $42,660.00.

LEVY COUNTY LIBRARY SERVICES – Layce Hallman, Manager 

• 17.Approve RESOLUTION NUMBER 2026-21: A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF LEVY COUNTY, FLORIDA AMENDING THE FINAL BUDGET FOR FISCAL YEAR 2025-2026 IN THE AMOUNT OF $82,985 DUE TO RECEIPT OF ADDITIONAL REVENUE FROM A STATE AID TO LIBRARIES GRANT; AND PROVIDING AN EFFECTIVE DATE.

LEVY COUNTY DEPARTMENT OF PUBLIC SAFETY – Mitch Harrell, Director

• 18.Approve the purchase of two (2) LifePack 35 Heart Monitors in the amount of $110,944.02 from Stryker Sales, LLC quoted under the Sourcewell Contract Solicitation #041823 in accordance with Sec. 2-200(c) of County Code.

LEVY COUNTY FINANCE AND ADMINISTRATION – Kari Bastow, Interim Director

• 19.Approve and authorize the Chair to execute Florida Job Growth Infrastructure Grant Agreement No. G0150 between the Florida Department of Commerce and the Levy County Board of County Commissioners for an award of $1,500,000 and any related documents; and authorize the County Manager or designee to administer the grant and execute any subsequent documents necessary to implement the project.

• 20.Approve and authorize the Chair to execute the Levy County Household Hazardous Waste Collection Center Grant Agreement No. HW709 in the amount of $100,000 and any related documents; and authorize the County Manager or designee to administer the grant and execute any subsequent documents necessary to implement the project.

• 21.Request Board approval to appropriate and award $141,917.00 in Opioid Settlement funding to the Levy County Prevention Coalition through funds administered by the Lutheran Services Foundation (LSF).

LEVY COUNTY HUMAN RESOURCES - Jacqueline Martin, Director

• 22.To review the proposed health insurance carrier renewals for the 2026-2027 plan year and determine the percentage the County will contribute toward employee premiums, effective October 1, 2026.

LEVY COUNTY ROAD DEPARTMENT – Don Clifton, Director

• 23.Approve Asphalt Paving Solutions to proceed with maintenance repairs to the Bird Creek Boat Ramp damages occurring during Hurricane Season 2023-2024 in the amount of $233,089.30.

• 24.Request approval of Resolution 2026-27 for setting a public hearing date to consider the petition for the closure and abandonment of an undeveloped portion of the public right-of-way known as NE 110th Terrace, located within the Cannon Homesites Plat, as recorded in Plat Book 7, Page 7, of the Public Records of Levy County, Florida, and authorize the publication of the required public hearing notice.
