BUSINESS OR INFORMATIONAL ITEMS:

LEVY COUNTY COMMUNITY SERVICES - Connie Conley, Director

• 1.Approve the Florida Commission for the Transportation Disadvantaged Shirley Conroy Rural Area Capital Assistance Program (RCAP) Grant Agreement between the State of Florida Commission for the Transportation Disadvantaged and the Levy County Board of County Commissioners, and authorize the Chair to execute the Agreement and any associated documents.

• 2.Approval of RESOLUTION NUMBER 2026-58:A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF LEVY COUNTY, FLORIDA AMENDING THE FINAL BUDGET FOR FISCAL YEAR 2026-2027 IN THE AMOUNT OF $293,900 DUE TO RECEIPT OF ADDITIONAL REVENUE FROM A TRIP & EQUIPMENT GRANT; AND PROVIDING AN EFFECTIVE DATE.

LEVY COUNTY MANAGER – Mary-Ellen Harper, County Manager

• 3.To approve the Contract between the Levy County Board of County Commissioners and the State of Florida Department of Health for the operation of the Levy County Health Department contract for year 2026-2027.

• 4.Receive the Fourth Quarter Fiscal Year Quarterly Report for July 1, 2026 – September 30, 2026.

• 5.Approve the agreement between Levy County and the North Central Florida Regional Planning Council to monitor hazardous waste generators located within the County during Fiscal Year 2027, in the amount of $16,500.

• 6.Approve the sale of Parcel 0316118600 for $500 conditioned upon recording of a declaration of unity of title at closing.

LEVY COUNTY DEVELOPMENT – Bernard “Bo” Cox, Building Official

• 7.PUBLIC HEARING: Approve transmittal of the 2050 Comprehensive Plan to the Department of Commerce.

LEVY COUNTY DEPARTMENT OF PUBLIC SAFETY – Mitch Harrell, Director

• 8.Approve the Levy County Department of Public Safety (EMS) Certificate of Public Convenience and Necessity (COPCN).

LEVY COUNTY ENGINEER – Tom Strom, County Engineer

• 9.Direct staff to finalize the surplus and disposition resolution and conveyance documents with FDOT and bring back the surplus and disposition resolution for approval and authorization of the Chair to execute at the November 3, 2026 meeting, or as soon thereafter as practicable.

LEVY COUNTY FACILITIES – Doug Partin

• 10.Award ITB_2026_10 Roof-Department of Public Safety to Keeler Roofing LLC in the amount of $43,517.50.

LEVY COUNTY PUBLIC WORKS - Matt Weldon, Director

• 11.Approve the Mosquito Control  State Financial Assistance Recipient Agreement #42.003 FY 2026-2027 in the amount of $69,587.50.

LEVY COUNTY ROAD DEPARTMENT- Don Clifton, Director

• 12.Approve the Release and Settlement Agreement with Westchester Surplus Lines Insurance Company for the Hurricane Idalia claim associated with George T. Lewis Airport/ Cedar Key Airport. The agreement provides a settlement payment of $68,705.76, payable to Public Risk Management for the benefit of Levy County.

• 13.Approve RESOLUTION NUMBER 2026-59: A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF LEVY COUNTY, FLORIDA, SETTING A PUBLIC HEARING DATE TO CONSIDER THE APPLICATION FOR CLOSURE AND ABANDONMENT OF AN UNDEVELOPED PORTION OF RIGHT-OF-WAY KNOWN AS SE 110 TERRACE, LOCATED IN THE CANNON HOMESITES PLAT RECORDED IN PLAT BOOK 7 PAGE 7 OF THE PUBLIC RECORDS OF LEVY COUNTY, FLORIDA; DIRECTING PUBLISHED NOTICE OF SAID PUBLIC HEARING.
