PUBLIC COMMENTS: Citizens may address the Budget Committee by filling out a testimony/comment card prior to speaking and hand it to the City Recorder. Public comments can also be submitted by email to bneish@lebanonoregon.gov prior to 5:00 p.m. on May 17, 2026. The Finance Director will distribute comments to the Budget Committee at the meeting.

• 5.State Shared Revenues
  Motion:  I move to recommend the City Council accept State Revenue Sharing monies as a non-dedicated revenue in the General Fund.

• 6.FY 2027 Proposed City of Lebanon Budget 
  Motion: I move to recommend the City of Lebanon City Council levy the permanent property tax rate of $5.1364 per $1,000 of assessed value for operating purposes, and $1,917,122 for payment of bond principal and interest.

  Motion:  I move to approve the FY 2027 Budget in the amount of $93,696,265 (ninety-three million six hundred ninety-six thousand two hundred sixty-five dollars) as proposed by the City’s Budget Officer and recommend the City of Lebanon City Council adopt the fiscal year budget.

  Motion:  I move to recommend the Urban Renewal Agency approve the NW Lebanon URD Taxes for FY 2027 at the tax increment value of $453,480
  Motion:  I move to recommend the Urban Renewal Agency approve the Cheadle Lake URD Taxes for FY 2027 at the rate of 100% of the amount from the division of tax.
  Motion:  I move to recommend the Urban Renewal Agency approve the N Gateway URD Taxes for FY 2027 at the rate of 100% of the amount from the division of tax.
  Motion:  I move to recommend the Urban Renewal Agency approve the Mill Race URD Taxes for FY 2027 at the rate of 100% of the amount from the division of tax.

• 10.Adjourn as the Lebanon Urban Renewal Agency and Reconvene as the City of Lebanon Budget Committee
