  1. A.Proclaiming February as Teen Dating Violence Awareness Month (MR)

  2. B.SUBJECT: Presentation of Government Finance Officers Association: Distinguished Budget Presentation Award (JAJ)

    RECOMMENDATION: Council receive a presentation of the Government Finance Officers Association, Distinguished Budget Presentation Award as bestowed to the City of Kerman Finance Department in December 2022.

4.REQUEST TO ADDRESS COUNCIL

This portion of the meeting is reserved for members of the public to address the Council on items of interest that are not on the Agenda and are within the subject matter jurisdiction of the Council. Speakers shall be limited to three minutes. It is requested that no comments be made during this period on items on the Agenda. Members of the public wishing to address the Council on items on the Agenda should notify the Mayor when that Agenda item is called, and the Mayor will recognize your discussion at that time.     RECOMMENDATION: Council approve minutes as presented.

  2. B.SUBJECT: Payroll

    12/25/22 - 1/07/23: $166,701.90; Retro Pay & Other: $2,538.94; Overtime: $8,841.99; Holiday at 1/2 Time: $2,079.75; Standby: $1,933.50; Comp Time Earned: 30.00

    RECOMMENDATION: Council approve payroll as presented. 

  3. C.SUBJECT: Warrants (JA)

    1. Nos. 25947- 25991 $230,284.33 ACH $ 9,918.82

    RECOMMENDATION: Council approves warrants and electronic bank transfers as presented.

  4. D.SUBJECT: Monthly Investment Report

    RECOMMENDATION: Council accept monthly investment report as presented.

  5. F.SUBJECT: Authority to Update Job Descriptions for City Personnel (JAJ)

    RECOMMENDATION: Council by motion adopt resolution affirming the authority of Human Resources Department staff to make necessary changes to job descriptions as needed subject to approval by the City Manager/Personnel Director and in consultation with represented labor groups as may be required.

  1. A.SUBJECT: User and Regulatory Fee Update

    RECOMMENDATION: Staff recommends the City Council:

    Waive full reading and introduce Ordinance Adding Chapter 1.36 To Title 1 of the Kerman Municipal Code Relating to a Master Fee Schedule and Amending Section 5.04.090 Of Chapter 5.04, Section 5.24.040 of Chapter 5.24, Section 5.26.030 of Chapter 5.26, and Section 12.28.050 of Chapter 12.28 Regarding User and Regulatory Fees.

    Approve a resolution adopting a Master Fee Schedule regarding user and regulatory fees effective July 1, 2023.

  1. B.SUBJECT: Request by Mayor Pacheco for City Council consideration to host a meeting of the Fresno City College Associated Student Government in 2023 (JAJ)

    RECOMMENDATION: Council discuss request by Mayor Pacheco to host a meeting of the Fresno City College Associated Student Government in 2023.
