  1. Consider a motion to approve the minutes from the regular meeting of the Board of Trustees held on June 23, 2026.

  1. Consider a motion to approve the Claims List of July 14,2026 in the amount of $1,400,105.63.

9.Omnibus Vote: Consider a motion to pass, approve, authorize, accept, or award the following item(s):

  1. A.Reappointments/Economic Development Committee/Terry Keigher/Craig Schmidt:  Approve the reappointments of Terry Keigher and Craig Schmidt to the Economic Development Committee for a two-year term ending on July 14, 2028.

  2. B.Intergovernmental Agreement/Southland Communication Center:  Authorize the Village President to execute intergovernmental tower use agreements with all Southland Communication Center members.

  3. C.Collective Bargaining Agreement/Homewood Professional Firefighters Union Local 3656 (International Association of Firefighters):  Approve a three-year collective bargaining agreement between the Village of Homewood and the International Association of Firefighters Local 3656, retroactive to May 1, 2026 and extending through April 30, 2029.

  4. D.Agreement/Backup Generator System/Interface Engineering: Authorize the Village President to enter into an agreement with Interface Engineering of Chicago, IL in an amount not to exceed $45,000, to complete the engineering and design services related to the purchase and installation of a new backup generator system for the Police Department, Fire Department, and Village Hall, ensuring these critical facilities remain operational during power outages.

  5. E.Purchase Approval/2027 International HV607 Chassis/Rush Truck Centers:  Waive competitive bidding due to purchasing through a joint governmental or cooperative purchasing program; and, authorize the purchase of one (1) 2027 International HV607 chassis from Rush Truck Centers of Springfield, IL for a total purchase price of $116,526.

  6. F.Bid Award/High-Visibility Crosswalk Improvements/Iroquois Paving Corporation:  Award the bid for High-Visibility Crosswalk Improvements to Iroquois Paving Corporation of Watseka, IL, the lowest responsible bidder, in the amount of $176,917.65 and authorize the Village Manager to execute the necessary contract documents.

  7. G.MC-1101/Amendment to Class 7B Liquor Licenses:  Pass an ordinance amending the language for Class 7B liquor licenses to allow the sale of flavored malt beverages (FMBs) and low alcohol by volume canned spirits in addition to beer and wine.

  8. H.Agreement/Website Redesign/CivicPlus:  Authorize the Village President to enter into a four-year agreement with CivicPlus of Manhattan, KS, to develop the Village's new website. The agreement includes a one-time implementation fee of $45,000, followed by annual maintenance and hosting fees of $23,000 for the remaining three years, with a 3% annual increase.

  9. I.M-2438/Lead Service Line Replacement Program/Public Water Supply Loan Program:  Pass an ordinance providing authorization to borrow funds from the Public Water Supply Loan Program in a total amount not to exceed $3,939,722 to be used to fund the Village’s Lead Service Line Replacement Program in the year 2027 if the Village is approved for bypass funding by the IEPA.

  10. J.M-2439/Lead Service Line Replacement Program/Public Water Supply Loan Program:  Pass an ordinance providing authorization to borrow funds from the Public Water Supply Loan Program in a total amount not to exceed  $4,001,322 to be used to fund the Village’s Lead Service Line Replacement Program in the year 2027 if the Village is approved for bypass funding by the IEPA.

  11. K.M-2440/Special Use Permit/Fun As You Grow Daycare/3355 W. 183rd Street:  Pass an ordinance granting a special use permit for a child care center in the B-3 General Business zoning district at 3355 W. 183rd Street.

  12. L.M-2441/Special Use Permit/L & J Budget Truck Rental/900 Ridge Road:  Pass an ordinance grant a special use permit for a motor vehicle rental facility in the B-4 Shopping Center zoning district at 900 Ridge Road, subject to the following condition: Prior to the issuance of any business operation certificate or building permit associated with the proposed use, documentation shall be provided to Village staff demonstrating valid proof of a legal parking location for all commercial vehicles associated with the use, including any required applications for off-site parking within the Village of Homewood.

  13. M.R-3264/Incentive Agreement/Healthy Hounds Pet Nutrition/18646 Dixie Highway:  Pass a resolution authorizing the Village President to enter into an incentive agreement with Cameron and Lisa Payette to provide financial assistance from the Non-TIF Business Incentive Program for $12,218 for building improvements at 18646 Dixie Highway for the proposed location of Healthy Hounds Pet Nutrition.

  14. N.MC-1102/Amendment to Municipal Code/E-Bikes and E-Scooters:  Pass an ordinance amending Section 40-36 and Section 40-251 of the Municipal Code regulating the operation of Motor-Driven Scooters, E-Bikes, and E-Scooters.
