  1. A.Under the Annotated Code of Maryland General Provisions Article § 3-305(b)(4), which permits a closed session to consider a matter that concerns "the proposal for a business or industrial organization to locate, expand, or remain in the State". A closed session is needed to discuss a proposal for the potential development of the Center Street Redevelopment Project site. Additionally, under § 3-305(b)(7), which allows a closed session "to consult with counsel to obtain legal advice," a closed session is needed to receive legal advice from the City Attorney regarding a potential conflict of interest.
