   Under the Annotated Code of Maryland General Provisions Article § 3-305(b) (4), a closed session may be held  "to consider a matter that concerns the proposal for a business or industrial organization to locate, expand, or remain in the State".  A closed session is needed to discuss a proposal for the potential development of the Center Street Redevelopment Project site with the Mayor and City Council.
