1. 1.Staff Report: 2026 Community Survey Results

   The purpose of this item is to review the 2026 Community Survey Results.

2. 2.Staff Report: E-Moto Behavior and Enforcement Update

   The purpose of this item is to provide important information regarding e-mobility devices (e-bikes, e-scooters, e-motorcycles, etc.) with a focus on emerging trends, user behaviors, and related safety concerns. The item will also highlight current education, outreach, and enforcement strategies being implemented by Police Services and other community stakeholders to promote the safe and responsible use of these devices.

3. 3.Proposed Economic Development Investment Program (EDIP) Framework as a Complement to the Updated Business Assistance Policy

   The purpose of this item is to discuss a proposed Economic Development Investment Program (EDIP) framework intended to complement the City's updated Business Assistance Policy (BAP) by expanding the City's ability to support small businesses and other strategic business investment/reinvestment opportunities that generate measurable community and economic benefit.

4. 4.Safe Parking Pilot Program

   The purpose of this item is to share information and seek direction from Councilmembers on Safe Parking programs for people experiencing unsheltered homelessness, including the status of a proposed pilot program in Fort Collins and the City’s role in enabling Safe Parking programs to operate.
