CONSENT CALENDAR
The Consent Calendar is intended to allow Council to spend its time and energy on the important items on a lengthy agenda. Staff recommends approval of the Consent Calendar. Agenda items pulled from the Consent Calendar by either Council or the City Manager will be considered separately under their own Section, titled “Consideration of Items Removed from Consent Calendar for Individual Discussion.” Items remaining on the Consent Calendar will be approved by Council with one vote. The Consent Calendar consists of:
• Ordinances on First Reading that are routine;
• Ordinances on Second Reading that are routine;
• Those of no perceived controversy;
• Routine administrative actions.
This Ordinance, unanimously adopted on First Reading on June 2, 2026, requests an appropriation of $250,000 from the Conservation Trust Fund (“CTF”) Reserves to Park Planning & Development for planning efforts to create a Conceptual Framework Plan (the “Plan”) for the Foothills Multi-Use Site (the “Site”), which will build upon the community’s priorities for the Site as identified in the November 2025 ballot initiative. This plan will inform future design and construction of the Site’s uses and features. The scope of work will include preparation of an existing conditions report, a comprehensive programming list, and a near-term management plan, with a final deliverable of a Plan that will guide future development of the Site.
This Ordinance, unanimously adopted on First Reading on June 2, 2026, appropriates $245,000 of unanticipated grant revenue from the Colorado Energy Office (CEO) Fleet Zero grant program to install fleet Electric Vehicle (EV) charging stations at specific City of Fort Collins facilities. This item also appropriates $295,300 to meet required match under the grant program and to fund total costs for installation of the EV charging stations.
This Ordinance, unanimously adopted on First Reading on June 2, 2026, appropriates $35,120 of unanticipated grant revenue from the Colorado Division of Criminal Justice Juvenile Diversion fund awarded for the period of July 1, 2026 – June 30, 2027, to support the Restorative Justice programming provided by Conflict Transformation Works (CTW). This appropriation is contingent upon execution of the associated grant agreement and includes a sunset date of December 31, 2026, if the agreement is not finalized.
This Ordinance, unanimously adopted on First Reading on June 2, 2026, authorizes the conveyance of one easement of approximately 2.37 acres (the “Easement”), being a portion of City property presently known as Meadow Springs Ranch, for the construction and installation of a wind gen-tie (generation-tie) corridor. The proposed alignment minimizes impacts to ongoing wastewater operations and reduces disturbance to Meadow Springs Ranch by utilizing the shortest feasible crossing across City-owned property.
This Ordinance, unanimously adopted on First Reading on June 2, 2026, amends City Code to update and modernize the organizational structure of the City, including the creation of Transportation Services as a new service area, consolidation of Sustainability and Planning and Development functions, renaming of the Financial Services, clarification of City Manager authority over organizational structure, and other related Code revisions to align terminology and reporting relationships with current operations.
Following First Reading, a correction was made in the language of Code Section 2-500 and the corrected version was published in advance of Second Reading, as required.
This Ordinance, unanimously adopted on First Reading on June 2, 2026, enable the City to receive and expend local funds for the I-25 Interchange and Harmony Road/Weld County Road 74 Regional Corridor and Traffic Study (Study). The funds will be used to study traffic in the Harmony Road/Weld County Road 74 corridor and to commence a preliminary planning effort to manage traffic along the corridor. If approved, the item will: 1) authorize the City Manager to execute an intergovernmental agreement (IGA) for the Study with the Town of Timnath; 2) appropriate $201,960 of Transportation Capital Expansion Fee (TCEF) reserve funds to the Study; 3) appropriate $200,000 of Town of Timnath contribution to the Study; and 4) transfer $2,000 of Study funds to the Art in Public Places (APP) program.
The purpose of this item is to request an appropriation of $7,420.50 in philanthropic revenue received through City Give. These miscellaneous gifts to various City departments support a variety of programs and services and are aligned with both the City’s strategic priorities and the respective donors’ designation.
In 2019, City Give, a formalized enterprise-wide initiative was launched to create a transparent, non-partisan governance structure for the acceptance and appropriations of charitable gifts.
The purpose of this item is to transfer the associated local match between lapsing and non-lapsing accounts resulting from the exchange of project activities between two existing Federal Transit Administration (“FTA”) Section 5307 grants, and to adjust prior appropriations to reflect final award amounts.
The purpose of this item is to appropriate $250,000 in unanticipated grant revenue awarded by the Denver Regional Council of Governments (DRCOG) for the purchase and installation of on-route battery electric bus chargers at the South Transit Center. This item also appropriates $51,969 in local match as required by the grant agreement. This appropriation is contingent upon execution of the associated grant agreement and includes a sunset date of December 31, 2026, if such agreements are not finalized.
The purpose of this item is to appropriate $3,838,615 of unanticipated grant revenue from the Colorado Energy Office for the IMPACT Accelerator Grant Program. The funding will support transportation safety improvements and evaluation of building performance strategies, including community engagement, technical assistance, and implementation support.
The purpose of this item is to appropriate $28,000 of unanticipated grant revenue from the Colorado Department of Transportation Office of Transportation Safety and Risk Management (“OTSRM”) High Visibility Enforcement Grant Program (the “Grant”). Funding will support officer overtime for enforcement activities and personnel costs during community education and outreach events.
The purpose of this item is to reappropriate $317,669 in existing Multimodal Transportation and Mitigation Options Fund (MMOF) grant revenue awarded by the North Front Range Metropolitan Planning Organization (NFRMPO) and appropriate $105,890 in local match as required by the grant agreement for the Foothills Transit Station project. This item also appropriates $1,059 for the Art in Public Places Program.
The purpose of this item is to authorize a property and easement exchange between the City and Scott and Christine Fortenberry (the “Fortenberrys”) related to Meadow Springs Ranch (the “Ranch”). The exchange is intended to resolve longstanding access and boundary issues, provide the Fortenberry’s property with direct access to County Road 92, and improve the City’s operational control, security, and management of the primary access road serving the Ranch. The transaction includes the exchange of certain real property interests, easement interests, and quitclaim interests, together with a cash equalization payment based on appraised values. The exchange is subject to the terms of the Exchange Agreement attached to the Ordinance.
The purpose of this item is to support the rehabilitation of Country Ranch Apartments and new construction of Bristlecone Affordable, both affordable rental housing in the City, by assigning half the City’s 2026 Allocation of Private Activity Bond (PAB) capacity to qualified issuers for each project. PAB capacity is required for development projects using 4% Low-Income Housing Tax Credit financing.
The purpose of this item is to approve funding recommendations of the 2026 Spring Cycle of the Competitive Process. This Resolution will complete the 2026 Spring Cycle of the Competitive Process for allocation of $4,348,350 in City financial resources to affordable housing and public facility projects, homelessness public service programs and administration of the programs.
The purpose of this item is to extend the City’s designated CHIPS Zone to enhance opportunities to attract new companies or expand existing companies in Fort Collins whilst State and Federal tax incentives are still available. Pursuant to State and Federal laws and incentive programs, the City established a CHIPS Zone Designation in 2023 in areas with existing semi-conductor business activities and in areas where such activities were likely to occur via expansion or relocation of companies.
The purpose of this item is to certify to the Larimer County Assessor the percentages of property tax distributions to be allocated for the Downtown Development Authority by the Assessor as tax increment from the 2026 property taxes payable in 2027 to the City and to all other affected taxing entities.

The purpose of this item is to reappoint Assistant Municipal Judges for the Fort Collins Municipal Court. The City Charter provides for the appointment of judges of the Municipal Court for two-year terms. Chief Judge Jill A. Hueser recommends that the named existing Assistant Judges be reappointed to serve in the absence of the Chief Judge.

The purpose of this item is to appropriate $792,434 of unanticipated grant revenue from the Colorado Department of Local Affairs for the Transit Oriented Communities Infrastructure Grant Program. Funding will be used to construct infrastructure to support the affordable housing development Switchgrass Crossing.
The purpose of this item is a follow up from the Council Work Session on May 12, 2026 to present options for Council to consider related to the retention of Fort Collins Police Services (FCPS) Flock data and restrictions on data sharing of Flock information with outside agencies. If desired, Council may make a motion directing staff of next steps they would like to see occur. The form of two motions for that purpose are provided at the end of the Background/Discussion section.
