   Motion to approve the special event permit application from Hystopolis Productions for the 28th annual Douglas Halloween Parade for Adults with the estimated cost of $10,411.48 to be paid no later than one week prior to the event, and subject to meeting the required conditions set by the Douglas Police Department and Douglas Department of Public Works. - roll call vote

2. B.Permanent Traffic Control Order No. 15
   
   Motion to approve the Permanent Traffic Control Order No. 15, establishing a prohibited truck zone on South Water Street. - roll call vote
