Pursuant to A.R.S. Sec. §38-431.02, notice is hereby given to the members of the City Council and to the general public that the Mayor and Council will hold a SPECIAL MEETING PUBLIC HEARING at 5:30 p.m., and a REGULAR MEETING at 6:00 p.m., on WEDNESDAY, AUGUST 10, 2022, at City Hall - Council Chamber, 425 Tenth Street, Douglas, AZ 85607.

If you would like to address the City Council regarding any item on the agenda, please contact the City Clerk at (520) 417-7301 or via email at alma.andrade@douglasaz.gov to complete your request to speak form.

Members of the City of Douglas Council will attend either in person or by telephone.
If authorized by a majority vote of the Council of the City of Douglas, the Council may adjourn the meeting at any time and move into Executive Session for legal advice on any agenda item, pursuant to A R.S. § 38-431.03. The Executive Session will be held immediately after the vote to go into Executive Session and will not be open to the public.

Notice is hereby given that pursuant to A.R.S. §1-602. A.9, subject to certain specified statutory exceptions, parents have a right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the City Council are audio and/or video recorded, and, as a result, proceedings in which children are present may be subject to such recording. Parents in order to exercise their rights may either file written consent with the City Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time a recording is made, the City will assume that the rights afforded parents pursuant to A.R.S. §1-602. A.9 have been waived."

CONSENT AGENDA - ORDER, DEFERRAL AND ACCELERATION OF AGENDA ITEMS, MAY OCCUR, ALONG WITH VOTE WITHOUT DISCUSSION: Information concerning the consent items has been forwarded to each Council Member prior to this meeting for study and is on file at the City Clerk's Office in City Hall. Unless some other member of the audience or Council Member has a question concerning an item and asks that it be withdrawn from the consent list, the items OCCUR, ALONG WITH VOTE WITHOUT DISCUSSION: are approved at one time by the City Council. The action taken by the Council in approving consent items is set forth in the explanation of the individual items.

  1. A.RESOLUTION NO. 22-1511, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING an INTERGOVERNMENTAL AGREEMENT between the CITY of DOUGLAS and the DOUGLAS UNIFIED SCHOOL DISTRICT NO. 27 for purposes of providing PARAMEDIC/EMT and ANIMAL CONTROL INTERNSHIP/EXTERNSHIP experience to High School students in the City of Douglas.

  2. B.RESOLUTION NO. 22-1512, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, APPROVING the Annual Action Plan FY 2022 for the City of Douglas.

  3. C.RESOLUTION NO. 22-1513, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING the execution of AN AMENDMENT to BUILDING LEASE AGREEMENT between the CITY of DOUGLAS and the ARIZONA BOARD OF REGENTS, to continue to PROVIDE SPACE for the DOUGLAS ANIMAL SHELTER at 2017 Rogers Avenue, in the City of Douglas, Arizona.

  4. D.RESOLUTION NO. 22-1514, a Resolution of the Mayor and Council of the City  of Douglas, Cochise County, Arizona, AUTHORIZING the Execution of a SERVICE AGREEMENT RENEWAL between the CITY OF DOUGLAS and the SOUTHEASTERN ARIZONA GOVERNMENTS ORGANIZATION (SEAGO) in  the amount of $35,000 to be used in the TRANSIT PROGRAM to maintain  services for the elderly and disabled individuals in the City of Douglas and surrounding community.

  5. E.RESOLUTION NO. 22-1515, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING the acceptance of GRANT FUNDING in the amount of $3,500 from the LEGACY FOUNDATION of Southeast Arizona for the installation of ADA compliant gaming tables at Castro Park.

  6. F.FIRST AMENDMENT to OPTION and SITE EASEMENT AGREEMENT with T-MOBILE West, LLC and Douglas Unified School District (DUSD) to modify and amend certain provisions of the Agreement on a portion of parcel #410-14-001K, located at Copper King Baseball Stadium.

9.DISCUSSION/DECISION to call for and conduct an EXECUTIVE SESSION for the following items:

A.Under the authority of ARS 38-431.03 (A3), (4), and (7) to consider its position, instruct its representative and obtain legal advice regarding updates related to the potential sale of the DOUGLAS MUNICIPAL AIRPORT with parcel number 410-01-005.
