Pursuant to A.R.S. §38-431.02, notice is hereby given that the Mayor and Council of the City of Douglas will hold a SPECIAL MEETING EXECUTIVE SESSION at 4:30 p.m., a SPECIAL MEETING PUBLIC HEARING at 5:45 p.m.; and a REGULAR MEETING at 6:00 p.m., on WEDNESDAY, MAY 13, 2026, at City Hall Council Chamber, 425 Tenth Street, Douglas, AZ 85607.

Meetings are open to the public. Council members may attend in person or by phone. The Council may vote to enter an Executive Session for legal advice on any agenda item, per A.R.S. §38-431.03. Executive Sessions are not open to the public.

The agenda will be available at least 24 hours in advance at the City Clerk's Office, 425 Tenth Street. Consent Agenda Items are reviewed by Council Members in advance. Unless an item is removed for discussion, all items will be approved collectively without debate.

A.SECOND READING OF ORDINANCE NO. 26-1230, an Ordinance of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING the ACCEPTANCE of DONATED VACANT UNIMPROVED REAL PROPERTY from Ray Mehan consisting of a 6.35 acre parcel with assessor’s parcel number 410-12-035 in the City of Douglas, Cochise County, Arizona, establishing severability of components of ordinance; and establishing an effective date thereof.

  2. B.SECOND READING OF ORDINANCE NO. 26-1231, an Ordinance of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AMENDING CHAPTER 2.02 of the DOUGLAS MUNICIPAL CODE specifically as to section 2.02.020 RULES OF CONDUCT for COUNCIL MEETINGS, establishing severability of components of Ordinance; and declaring an emergency.

  3. C.FIRST READING OF ORDINANCE NO. 26-1229, an Ordinance of the Mayor and Council of the City of Douglas, Cochise County, Arizona, ADOPTING the Document Filed with the City Clerk and Entitled “2026 Amendments to Title 2” by Reference to AMEND the DOUGLAS MUNICIPAL CODE TITLE 2 relating to the DOUGLAS AIRPORT AUTHORITY, establishing severability of components of ordinance; and establishing an effective date thereof.
