Pursuant to A.R.S. §38-431.02, notice is hereby given that the Mayor and Council of the City of Douglas will hold a SPECAIL MEETING EXECUTIVE SESSION at 5:45 p.m., and a REGULAR MEETING at 6:00 p.m., on WEDNESDAY, NOVEMBER 12, 2025, at City Hall Council Chamber, 425 Tenth Street, Douglas, AZ 85607.

Meetings are open to the public. Council members may attend in person or by phone. The Council may vote to enter an Executive Session for legal advice on any agenda item, per A.R.S. §38-431.03. Executive Sessions are not open to the public.

The agenda will be available at least 24 hours in advance at the City Clerk's Office, 425 Tenth Street. Consent Agenda Items are reviewed by Council Members in advance. Unless an item is removed for discussion, all items will be approved collectively without debate.

  5. E.RESOLUTION NO. 25-1703, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING the execution of a DESIGN SERVICES CONTRACT to CAROLLO ENGINEERS, INC. for the 5 million gallon (mg) reservoir roof rehabilitation design and storage evaluation.

F.RESOLUTION NO. 25-1704, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING the execution of a CHANGE ORDER to STANTEC CONSULTING SERVICES, INC. for the Sanitary Sewer Design and Agency Permitting for West Douglas Utilities Expansion - Commerce Way Change Order.

  7. G.RESOLUTION 25-1705, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING the Execution of an INTERGOVERNMENTAL AGREEMENT between the City of Douglas and the SOUTHEASTERN ARIZONA GOVERNMENTS ORGANIZATION (SEAGO) to provide TECHNICAL ASSISTANCE for Davis-Bacon Labor Standards requirements for the SR-80 West Utilities Expansion Project.

  8. H.RESOLUTION NO. 25-1706, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, ACCEPTING grant funding from the FREEPORT-MCMORAN FOUNDATION in the amount of fifteen thousand dollars ($15,000) to SUPPORT CAPACITY BUILDING and LEADERSHIP DEVELOPMENT within the TRANSIT DIVISION, and authorizing the City Manager to execute all necessary documents related to the grant.  

  9. I.RESOLUTION NO. 25-1707, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING the execution of a CHANGE ORDER to the PACE ENGINEERING CONTRACT for a preliminary engineering report – effluent study at the wastewater plant adding scope of work consisting of a 30% design of the recommended alternative for reuse of the effluent discharge located in Cochise County, Arizona.

  10. J.DOUGLAS DOWNTOWN STREETSCAPE BID REJECTION and REISSUE REQUEST for PROPOSALS.

A.SECOND READING OF ORDINANCE NO. 25-1219, an Ordinance of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING the SALE of THREE (3) VACANT LAND PARCELS with Assessor’s Parcel Numbers 410-01-005C, 410-01-005B, and 410-01-005D located around the DOUGLAS MUNICIPAL AIRPORT to JW RESOURCES, LLC, pursuant to terms entered into by the parties; establishing severability of components of Ordinance; and establishing an effective date thereof.

  2. B.SECOND READING OF ORDINANCE NO. 25-1220, an Ordinance of the Mayor and Council of the City of Douglas, Cochise County, Arizona, REZONING TWO CONTIGUOUS PARCELS of LAND under common ownership within the Foothills Addition Block 10 from LIMITED COMMERCIAL (LC) to GENERAL COMMERCIAL (GC); and AMENDING the OFFICIAL ZONING DISTRICT MAP; establishing severability of components of Ordinance; and establishing an effective date thereof.
