4.ANNOUNCEMENT OF EXECUTIVE SESSIONS:

  1. An Executive Session was held on July 2, 2024 from 10:00 am to 12:00 pm for Personnel and Contracts and Informational meeting with PA Rural Water regarding detecting water leaks.

  2. An Executive Session was held on July 22, 2024 from 8:00 am to 10:45 am for Personnel, Grievances and Contract and a Informational meeting with MPLX regarding a Compressor Station from 10:45 am to approximately 1:00 pm.

12.OLD BUSINESS:

  1. a.Resolution #3-2024 - To Create the Donegal Township Water & Sewer Authority

  2. b.Tunnel Ridge - Memorandum of Understanding Old National Pike Waterline Extension

  3. c.Police Contract - Claysville Borough

  4. d.Loop Pump Station - Rental of pumps $2,500.00 / week plus cost of diesel fuel.

  5. e.Emergency Response Coordinator 

  6. f.Dirt & Gravel Project in Kind Services

  7. g.Secretary/Treasurer - Alexandria Rios Lopez - Set Salary and Benefits effective August 1, 2024

  8. h.Part Time Secretary/Treasurer - Jamie M. Schaller approve up to 30 hours per week effective August 1, 2024.

13.NEW BUSINESS:

  1. a. Pump Stations  Approve the Hardwire of Pump Stations for communication           at a fee of $39.99 per month per Pump Station

  2. b.  Control Panel - Pump Stations & Sewage Plant Quote for installation and              programing from D& B Environmental Services

  3. c.  Sale of old meters and meter lids for scrap

  4. d.  Cellular Meter Heads & Paddles - Two Quotes one is for (5) Cellular                       Heads/paddles total $2,350.00 the second is for (10) Cellular                                  Heads/Paddles total $3,975.00 from Metron Farnier

         

  5. e.  Meter Pits - Discussion on approving the purchase of (10) ten meter pits not          to exceed $2,500.00

  6. f.  Quotes to have Meter Pits Installed

  7. g.  Title Search for Easements - Approve having Donna Kelsall perform title                searches for easements for The Loop Pump Station; Tunnel; McAdoo and             the Valve House

  8. h.  LSA Grant due October 1, 2024 - Approve Township personnel to work with         Harshman Group to prepare the Grant Application for Water/Sewer

  9. i.  Tap In Application - 5 Diett Lane - Fee has been paid by Tunnel Ridge.

  10. j.  Certified Public Accountant to perform the 2024 Audit - The Board of                     Supervisors to decide if they want a CPA to perform the 2024 Township Audit        and to get quotes and approve advertising.

  11. k.  Resolution #4-2024 - for  PennDot e-Permiting System.

  12. l.  Range Resources - Circuit Rider Road Bond #022-047-456 Updating Exhibit        "A" by removing roads for a finished waterline project.

  13. m.  Columbia Gas Transmission Heavy Haul Application Memorial Road

  14. n.  Approve participating in the 2024 Washington County Joint Municipal                   Purchasing Program for Winter Materials - The Road Crew is working on the        quantities.

14.DISCUSSION (ACTION) ITEMS:

  1. a.Washington County Association of Township Officials - Invitation to the 3rd Quarter 2024 Training Session on August 30th from 11 am to 1 pm.  Training is conducted by the Washington County Conservation District.

  2. b.(FYI) Tunnel Ridge Mine - Received a revised coal mining activity permit.  It adds 8.5 surface acres for the Park Road Bleeder Site.

  3. c.(FYI) Range Resources - Correspondence that they intend to submit an application for authorization for an Air Permit to the Air Program for the following project: DMC Properties 11042 GP-5A (Gas Production Facility)
