H.    ADMINISTRATIVE ITEMS

• 3.Approve the Memorandum of Understanding between the DeSoto Parish Police Jury and DeSoto Regional Health System (DRHS) for the transfer and distribution of naloxone received through the Louisiana Opioid Settlement, including authorization for the President of the DeSoto Parish Police Jury to execute the agreement and related documents

• 4.Adopt Ordinance No. 18 of 2026, an ordinance amending Chapter 22, Article VI, "Special Events", of the DeSoto Parish Code of Ordinances, specifically Section 22-432, "Violations and Penalties," to provide for penalties for violations, authority of the DeSoto Parish Sheriff's Office to address violations and enforce approved permit conditions and safety and security plans during special events, and other enforcement provisions

• 5.Accept the resignation of Nancy Spillman from the DeSoto Parish Library Board effective December 31, 2026

• 6.Approve the Johnson Controls Planned Service Agreement for the DeSoto Parish Jail, effective January 1, 2027 through December 31, 2027, and authorize the Parish President to execute the Agreement

• 7.Authorize the President to sign the Capital Outlay Request for Fiscal Year 2028 - Five (5) Year Capital Road Plan - Construction

• 8.Authorize the President to sign the Capital Outlay Request for Fiscal Year 2028 - David B. Means 4-H Covered Arena Enhancements

• 9.Authorize the President to sign an agreement with Johnson Controls for Fire Alarm monitoring 

• 10.Authorize the President to sign an agreement with Johnson Control for Fire Alarm Maintenance 

• 11.Authorize the President to sign Ordinance 19 of 2026 regulating the discharge of effluent from individual and commercial sewer treatment plants into Parish-Owned or Maintained Rights-Of-Way, Servitudes, Ditches, and Drainage Systems within the Parish of DeSoto, State of Louisiana; Establishing Permit Requirements, Standards of Compliance, Penalties for Violation, and Repealing all Ordinances in Conflict therewith

• 12.Authorize the participation and attendance of Parish Jurors and staff in the 2026 Veterans Celebration Committee's Veterans Parade at the Louisiana State Fairgrounds on Sunday, November 15, 2026.

• 13.Add the Keatchie Water System to the rotation of the CWEF Grant Program
