Public comments are welcomed, but no action can be taken by the Commission on comments received at this meeting.  Anyone wishing to have the Commission vote on an item should call the Finance Office at 578-2600 by 5:00 p.m. on the Wednesday preceding the next scheduled meeting to be placed on the agenda.

6.Consent Agenda

Matters appearing on Consent Agenda are expected to be non-controversial and will be acted upon by the Commission at one time, without discussion, unless a member of the Commission requests an opportunity to address any given item.  Items removed from the Consent Agenda will be discussed at the beginning of New Business.

  1. a.Permission to extend up to 97.25 hours of vacation for Jessicca McKeown until February 15, 2026.

  2. b.Permission to extend up to 44 hours of vacation time for Lornie Stalder until December 19, 2025.

  3. c.Permission to renew Full Throttle S'loonshine, LLC, Deadwood Distillery Liquor License and Anand Hospitality LLC, Super 8 Deadwood Wine License for 2026, pending payment of Business Improvement District and property taxes.  

  4. d.Permission to deduct $6,000 from Library wages budget line item and reallocate $6,000.00 to Library Professional Services budget line item for contracted services paid to retired librarian. Net zero difference in total library budget.  

  5. e.Permission for Mayor to sign Oakridge Cemetery Certificate of Purchase and Warranty Deed for Scoty and Teresa Lux. 

  6. f.Appoint the following residents to serve on election board for December 2, 2025; Joyce Pfarr as superintendent at $215.00, Marlene Todd and Patricia Brown as clerks at $190.00, with additional $20.00 each for attending election school. Sandra Glover as an alternate.  

  7. g.Resolution 2025-26 Surplus Property. 

  8. h.Permission to pay Patricia Brown in the amount of $5,200.00 (2 invoices) for contracted services.  (To be paid by Library Professional Services line item.) 

  9. i.Permission for Mayor to sign a Memorandum of Understanding between the City of Deadwood, the City of Lead and the Lead-Deadwood School District for two School Resource Officers.

  10. j.Permission to approve abatement request for City of Deadwood on parcel 30025-04000-200-00 (142 Sherman Street) purchased on December 12, 2024.  

  11. k.Permission for Mayor to sign contract with HGH Construction, LLC for work approved on Historic Preservation project at 85 Charles Street. (Approved 10/20/2025.)

  12. l.Permission for Hauck Electric to replace the electrical panel and heater at the Pluma water tank at a cost not to exceed $2,896.80. (To be paid by Water dept repair line item.)  

  13. m.Permission to terminate agreement with Black Hills Central Reservations due to business permanently closing effective December 31, 2025. 

  14. n.Permission for Mayor to sign contract with Ponderosa Builders for the retaining wall at 18 Jefferson Street Project at a total cost of $110,000.00. (Bid awarded November 3, 2025.)

  15. o.Permission for Police Chief to sign subscription with LEADS Online for software in the amount of $3,106.00. (To be paid by 2026 Police Professional Services line item.) 

  16. p.Permission to increase request from Days of '76 Inc. for Not-for Profit grant in the amount of $9,600.00 due to additional scope of work bringing total grant to $26,310.00.  (Approved by HPC on November 12, 2025.) 

  17. q.Permission to allow nine members of the Deadwood Fire Dept to attend the SD Fire Chief's conference in Deadwood on Dec. 5-7, 2025 at a cost of $900.00.

  1. a.Hold public hearing for SnoCross Events: open container at the Event Complex from 11:00 a.m. on Friday, January 23 to 2:00 a.m. on Saturday, January 24, and from 11:00 a.m. on Saturday, January 24 to 2:00 a.m. on Sunday, January 25; Special temporary full liquor license for Deadwood Chamber on January 24 and 25 from 11:00 a.m. to 10:00 p.m. each day at the Event Complex; and waiver of user fees and additional set-up/tear down fees at Event Complex on Monday, January 19 through Sunday, January 25, 2026 due to surcharge collection.
