Public comments are welcomed, but no action can be taken by the Commission on comments received at this meeting.  Anyone wishing to have the Commission vote on an item should call the Finance Office at 578-2600 by 5:00 p.m. on the Wednesday preceding the next scheduled meeting to be placed on the agenda.

  1. a.Resolution 2021-10 In Support of Application to Occupy SD Department of Transportation Highway Right of Way for Days of '76 Parade July 30 and 31, 2021 

  2. b.Permission to pay Sacrison Paving $3,500.00 for asphalt repairs as a result of water main break on 2/28/21 on Cliff Street. To be paid from Public Works Water Division Professional Services.

  3. c.Permission to pay G&H Distributing in the amount of $19,300.00 for down payment on mezzanine structure approved on April 19th commission meeting.  (To paid from HP capital assets budget.) 

  4. d.Acknowledge deed transfer of School Lot 8 from City of Deadwood to Deadwood Historic Preservation Commission.

  5. e.Appoint Historic Preservation Commissioner Trevor Santochi and  Planning & Zoning Commissioner John Martinisko as members of the City of Deadwood's Capital Improvement Committee.  

  6. f.Permission to pay Municode in the amount of $5,850.00 for annual hosting and 2nd (and final) installment payment for new website.  (To be paid from IT budget line item.)     

  7. g.Permission to purchase 5,500 gallons of fuel from Southside Oil, at a price of $2.47 per gallon.  

  8. h.Permission to hire Tom Riley as a Community Service Officer at $18.83 per hour effective May 5, 2021 pending pre-employment screening.

  9. i.Permission to hire Tyler Williams for Parks seasonal position at a rate of pay of $12.88 per hour effective June 1, 2021 pending pre-employment screening.

  10. j.Accept letter of retirement from Officer Kip Mau effective June 12, 21. Permission to advertise for police officer position in-house for 5 days and then in official newspaper, if needed.

  18. r.Permission to engage Quik Signs to fabricate and install utility wraps at a cost not to exceed $2,535.53 to be paid from the HP Public Education line item.

  19. s.Permission for the Mayor to sign loan agreements with Hot Springs Public Library for the display of Theodore Roosevelt/Seth Bullock exhibit and Watertown Public Library for the Baseball of the Mining Camps exhibit.

  20. t.Renew grant software subscription with Foundant Technologies for 2021-2022 in the amount of $10,000.00.  Permission to pay first of two installment payments of $5,000.00.  (To be paid from Historic Preservation Revolving Loan Fund Professional Services budget.)     

  21. u.Permission to pay Eagle Enterprises, LLC in the amount $7,785.00 for lighting enhancements in the Days of 76 Rodeo Grounds as part of the previously approved $65,000.00 improvement budget.

  1. a.Acknowledge and recognize Historic Preservation Commission's acceptance of voluntary conservation easement of Tract B, McGovern Hill addition from ZCN, LLC (aka Deadwood Mountain Grand.) 

  2. b.Permission to expend up to $12,500.00 with Lights & Siren to equip new police vehicle. (2021 Police budgeted item.)  

  3. c.Permission to purchase and pay Rapid Spa for a new sauna (to be placed on pool deck) for the Recreation Center in the amount of $5,999.00.  (To be paid from Rec center improvement 2021 budget.)

  4. d.Permission to approve change order #4 for Lower Main Improvement Project PCN X04P -  deduction from contract in the amount of $56,099.43

  5. e.Permission to enter into contract with Black Hills Asphalt to perform asphalt maintenance on Miller Street Parking lot in the amount of $9,951.04.   Two quotes were received with the second being from L and N Asphalt and Striping in the amount of $14,808.48. Contract shall not include any painting of the parking enforcement lines.  (To be paid from P & T Improvement budget.) 

  6. f.Permission to enter into contract with Black Hills Asphalt for asphalt maintenance on the History and Information Center Parking Lot in the amount of $7,797,46.  Two quotes were obtained with the second from L and N Asphalt and Striping in the amount of $10,155.29.  Contract shall not include parking enforcement painting or striping. (To be paid from from P & T Improvement budget.)  

  7. g.Permission to purchase five (5) outdoor interpretive panels from Pannier Graphics at a cost not to exceed $3,600.00 from the 2021 HP Archives budgeted line item.

  8. h.Permission to enter into contract with Ferber Engineering for Phase II of the City Archives Online Search Engine in the amount not to exceed $8,500.00 as budgeted in the 2021 HP Archives budget.

  9. i.First Reading of Ordinance #1324 Amending Chapter 9.12.040 Conduct prohibited in public.
