Public comments are welcomed, but no action can be taken by the Commission on comments received at this meeting.  Anyone wishing to have the Commission vote on an item should call the Finance Office at 578-2600 by 5:00 p.m. on the Wednesday preceding the next scheduled meeting to be placed on the agenda.

  1. a.Proclamation recognizing and honoring our municipal workers for their dedicated service to our community. 

  2. b.Proclamation declaring September as Library Card Sign-Up month in the City of Deadwood.

  3. c.Proclamation declaring September as Responsible Gaming Education month in the City of Deadwood. 

6.Consent Agenda

  1. a.Permission to accept resignation of water operator Olivia Weiler effective September 17, 2026. 

  2. b.Permission to accept resignation of seasonal life-guard Maeve Campbell  effective August 8, 2026.  

  3. c.Permission to hire Timothy Ludolph as full-time Zoning Coordinator at $25.00 per hour effective October 15, 2026 pending pre-employment screening.

  4. d.Permission to remove Lynette Quaschnick effective September 1, 2026 from the Deadwood Volunteer Fire Department roster for worker's compensation purposes.

  5. e.Permission to make 2026 budget allocation to Lawrence County Teen Court (Northern Hills Diversion) in the amount of $8,500.00. ($4,500 from Bed and Booze fund and $4,000 from Police Dept.)    

  6. f.Resolution 2026-23 Declare Surplus Property. 

  7. g.Permission to allow Deadwood volunteer firefighters Steven Schramm and Faith Ericksen to attend Fire Fighter 1 training in St. Onge starting September 3, 2026 thru December 31, 2026 with use of truck 4. 

  8. h.Permission for Mayor to sign Oakridge Cemetery Certificate of Purchase and Warranty Deeds for Debra James and William Herrera Sr. 

  9. i.Permission for Mayors to sign Agreement between the City of Deadwood and associated parties regarding construction of a single family dwelling unit located on Bavarian Lode Drive.

  10. j.Permission for the Mayor to sign the Joint Powers Agreement with South Dakota Department of Transportation (SDDOT) regarding cost-share on CCO#2 for the Crescent Street Reconstruction Project.

  11. k.Permission for Mayor to sign Permanent Retaining Wall Easement Agreement for 37 Lincoln Avenue.

  12. l.Permission to allow Avid4 Engineering to create a digital map for Oakridge Cemetery in an amount not to exceed $3,000.00. (To be paid by Oakridge Professional Services.)

  15. o.Permission to pay Inland Truck Parts & Service for motor replacement in Trolley 3 in an amount not to exceed $24,804.44. Originally approved for Trolley 2 at August 3,2026 meeting. (To be paid by Trolley Repairs Line Item.)

  16. p.Permission to pay Sacrison Asphalt for asphalt at Street shop in the amount of $3,209.70. (To be paid by Streets Improvements line item.)  

  17. q.Permission to purchase materials to rebuild the water pump house from Mead Lumber in an amount not to exceed $6,000.00. (To be paid by Water Department Improvements budget.)

  18. r.Permission to purchase 5100 gallons of diesel fuel at $5.24 a gallon from Southside Oil at a cost not to exceed $26,724.00. (To be paid by Streets supplies line item.) 

  19. s.Permission to amend street closure on Siever Street to 6:00 p.m. on Thursday, September 17, 2026 for Deadwood Jam. (Previously approved June 15 for Friday, September 18 at 6:00 a.m.) 

  20. t.Permission to waive 45-day requirement and allow use of public property at the Event Complex for Lead Deadwood Youth Soccer Saturday, August 29 through Friday, October 30, 2026. (Recommendation from Event Committee on August 27.) 

  21. u.Allow use of public property and waiver of fees at the Rec Center for Deadwood Lead 76ers Swim Team Swim Invitational on Friday, January 8 through Sunday, January 10, 2027. (Recommendation from Event Committee on August 27.) 

  22. v.Permission to waive 45-day requirement and allow use of public property at the Rec Center for Deadwood Lead 76ers Swim Team Practice, Monday, September 21, 2026 through July 30, 2027.  (Recommendation from Event Committee on August 27.) 

  23. w.Permission to approve continuation of a Conditional Use Permit for Vacation Home Establishment – 819 Main Street – Deadwood Rentals - Main. (Recommendation from Planning and Zoning Commission on September 2, 2026 with nine (9) conditions.)

  1. a.Hold public hearing for Fair in the Square: street closure on Deadwood Street from Main Street to Pioneer Way from 10:00 a.m. on Friday, September 11 to 10:00 p.m. on Saturday, September 12, 2026. 

  2. b.Set public hearing on September 21 for Lead Deadwood High School Homecoming Parade: street closure; Main Street from Lower Main at Pioneer Way to Pine Street for parade on Friday, September 25, 2026 from 2:00 p.m. until parade ends. Parade will assemble in Event Center Parking Lot.

  1. a.Second Reading of Ordinance #1448 Amending Title 17 - Zoning for Amendment to the Zoning Map.

  2. b.Certification of Municipal Tax Levy for Fiscal Year 2027

  3. c.Permission to purchase real property in the amount of $315,437.50 for the parcel legally described as Tract F of MS #283, City of Deadwood, Lawrence Co., SD; Lots 1-8, Block 1, Howard Addition, City of Deadwood, Lawrence Co., SD; Lot 6, Block F, Fargo Addition, City of Deadwood, Lawrence Co., SD; consisting of approximately 2.25 acres overall. Funding from the Deadwood Historic Preservation Commission for viewshed protection and public space and allow Historic Preservation Officer to sign purchase agreement and associated documents.

  6. f.Permission to approve six (6) month renewal of a Conditional Use Permit - 138 Sherman Street - Laundromat. (Approved by Planning and Zoning Commission September 2, 2026 with seven (7) conditions.)

  7. g.Permission for the Mayor to sign an agreement with Avid 4 Engineering for engineering services to replace the City Hall sidewalks at a cost not to exceed $14,000.00. (To be paid by HP Capital Improvement.)

  8. h.Permission to accept quote from Sacrison Paving for a 2-inch overlay on Mickelson Trail Head in the amount not to exceed $31,100.50. (To be paid by CIP line item.) 

  9. i.Permission to sign Change Order #2 in the amount of $128,437.24 from Underground Construction Inc on the Highway 85 Drinking Water Extension Project which brings contract total to be $1,949,475.21.

  10. j.Permission to accept Change Order #3 in the amount of $79,994.72 from Underground Construction for the Highway 85 Water Extension Project bringing new contract total to be $2,029,470.53.  

11.Informational Items and Items from Citizens

  1. a.Suicide Prevention week is September 13-19, 2026. Sidewalks in Deadwood and Lead will be painted with chalk to bring support, education and prevention to the cause. Please share #988 (Suicide and Crisis Lifeline) with friends, family, neighbors and strangers.

  2. b.Reminder of Neighborhood Block Club's annual Community Potluck Picnic will be held Friday, September 11, 2026 from 5:00 p.m. to 8:00 p.m. at Gordon Park.  

  3. c.Raffle permit received from A Bridge Between Us. Drawing will be held October 24, 2026.
